TheEhlanzeniDistrictMunicipalityreturned fromthe2011 NationalEPWPS ummitandtooktheinitiativetoimmediatelyst artimplementingthesummitresolutionstaken .

2 TheEhlanzeniDistrictForumwaslaunchedon07 December2011. TheprotocolagreementwassignedbytheExecut iveMayor. EhlanzenihasanofficiallyendorsedEPWP policyadoptedbycouncil. Duringthe2013/14 FYEhlanzeniutilisedapproximatelyR13 Millionofitsownbudgetinthedriveforjobcre ationandwassupplementedbyR1 MillionfromtheIncentiveGrantprovidedbyth eDepartmentPublicWorks(DPW).COUNCIL REPORTING TheDepartmentofLED,TourismandRuralDevelo pmentsubmitsQuarterlyEPWPP rogressreportstotheLED, LABOUR EPWP(labourintensive)projectsareidentifi edbycommunitiesthroughcouncillorsintheir respectivewardsandEDMadministrativetaskt eams.

3 Projectsarethenintegratedanddocumentedwi thinthedistrictmunicipalIDP. Projectsthatarefeasibletobedeliveredusin glabourintensivemethodsareidentifiedasin dicatedabove. EhlanzeniDistrictMunicipalityhastakenare solutionthatallprojectstobeimplementedsh ouldwherepossibleuselabourintensivemetho ds. Certainspecificclausesrelatingtotheuseof labourintensivemethodsshouldbeincorporat edintotender/contractdocumentsunderspeci alconditionofcontracts,specifications,sc heduleofquantities(forInfrastructureSect or,thisisoutlinedintheGuidelinesforImple mentationofLabourIntensiveInfrastructure ProjectsunderEPWP).

4 LOCAL LABOUR Locallyproducedresources,includinghumanr esourcesareusedduringtheimplementationof allEPWP projects. TherecruitmentofBeneficiariesisdrivenbyt heMunicipalitybyusingtheunemploymentdata base, WithintheEhlanzeniDistrictMunicipality, EDMhasbeenapproachedbySouthAfricanLocalG overnmentAssociation(SALGA)tosubmitthree ofitscurrentEPWP projectsforadjudicationandpossiblerepres entationattheNationalSALGALEDS ummitduetotheimpactmade. ThesafetyAmbassadorprogramisamultiyearpr ojectthathasseenemploymentincreasefrom60 WOin2012/13to90in2014 Themunicipalityoptimizesonvariousfunding pocketsfortraining,includingtheNationalS killsFund(NSF).

5 Alltraininginitiativesarelistedintheproj ectregistrationformtobefundedbytheDepart mentofPublicWorks. Thisreferstocapacitybuildingandskillsdev elopmentofbothofficialsandEPWP beneficiaries. Trainingcaneitherbeaccreditedornon-accre dited. ,newprocessesetc. DEVELOPMENT ThemunicipalitywillcapacitateSMME sandemergingcontractorswithinlocalcommun itiesbyfacilitatingthetransferofsustaina bletechnical,managerialandfinancialskill sthroughappropriateLearnershipProgrammes andSMME sdevelopmentinitiatives. Itwillalsomaximisethepercentageoftheannu altotalbudgetspentandretainedwithinlocal communitiesbypromotingtheprocurementofgo odsandservicesfromlocalmanufacturers, OF EMPLOYMENT EPWP beneficiariesareemployedunderSpecialPubl icWorksProgrammegovernedbytheMinisterial DeterminationandCodeofGoodPracticeforEPW P togetherwiththeBasicConditionsofEmployme ntAct.

6 Ensurefullcompliancewithlabourlegislatio nsuchasUnemploymentInsuranceFund(UIF),Co mpensationofInjuriesandDiseasesAct(COIDA ),andOccupationHealthandSafetyAct(OHSA). BRANDING AllEPWP projectsarebrandedusingtheEPWP coloursandlogosasperthecorporatemanual. OF THE DISTRICT FORUMK eyfunctionsoftheDistrictForumwillinclude inter-alia: TostreamlinethecoordinationofEPWP inthedistrict; Toensureproficientandstructuredparticipa tioninEPWP byallroleplayers; ToensurethatallDepartments,Municipalitie sandstateownedenterprisescontributetowar dsthesectoralplans; Toensurethat,PublicBodiesandnonsatebodie sincreasetheirinvestmentinpovertyallevia tionprogrammes; Toensuresustainability,monitoringandeval uationofEPWP deliverablesinthedistrict.
