NAME The SCHEME shall be named as ECL Employee SUGGESTION SCHEME or Sahyoug . 2. 2 The SCHEME aims to suitably acknowledge and reward the EMPLOYEES for acceptable and implementable suggestions. 3. OBJECTIVES OF THE SCHEME An equal opportunity to all EMPLOYEES for constructive thinking. Recognition for individual ingenuity and creativeness. To achieve improvement in Production and reduce Cost of Production thereby effecting economy. To encourage and tap creative potential of the EMPLOYEES towards performance and growth of ECL. To make improvement in every sphere of Unit s activities. To enhance EMPLOYEES belongingness through their participation. To identify workers for Vishwakarma Rashtriya Puruskar(VRP) and other suggestions related competitions. An opportunity to participate in the development and growth of the Company. 4.

3 ELIGIBILITY CONDITION OF SUGGESTION GIVER All fulltime EMPLOYEES of the organization posted in HQ/Areas/Units/Desk Offices. All EMPLOYEES who have been in our rolls as a permanent employee and are on deputation. All EMPLOYEES on our roll on deputation from other organizations. 5. TYPE OF SUGGESTIONS INVITED The SCHEME generally invites all types of Suggestions, which will benefit the organization or its EMPLOYEES . More specifically, the Suggestions should be designed to bring about: I. Improved operating efficiency. II. Lightening physical efforts / ergonomic interventions in certain operations and thereby leading to reduced, fatigue and increase productivity. III. Improvement of working condition including health and welfare. IV. Improve safety standards of mines, environment and pollution control.

4 V. Improvement in Productivity & Quality. VI. Improvement in maintenance and utilisation of HEMMs. VII. Improvement in maintenance and utilisation of SDL / LHD / Road header / Continuos Miner. VIII. Result in saving in material including fuel and power etc. IX. Improving ways and means for using indigenous to materials in place of imported one (import substitution) . X. Making general working environment safe. XI. Any other area which may improve Company s performance and image XII. Provide better and more effective welfare Measures. XIII. Simplification of Practices / Procedures / Process. XIV. Elimination of ineffective movements / Delays / Rework / Duplication. XV. Economy in stationery, office facilities, Administration. XVI. Improvement of working conditions, communication, facilities & image.

5 XVII. Reduction of wastages pertaining to cost, time, energy, maintenance, environment etc. XVIII. Rationalisation of work, materials, method 6. INELIGIBILE SUGGESTIONS: Suggestions on the following matters will not be considered for awards under SUGGESTION SCHEME . Suggestions pertaining to the Company/Govt. Policies. Matters which are already under consideration by Management. 2 Unionised Problems/ Collective bargaining matters. Complaints or Grievances. Suggestions pertaining to amenities, facilities or welfare of workers ( thru Committees). A proposal which draws attention to a problem but offers no solution. Suggestions already adopted or implemented. Repeat Suggestions. Impracticable/ Non-Implementable suggestions on cost & technical considerations & nonstandard practices.

6 7 ADMINISTRATION OF SUGGESTION SCHEME For the sake of giving thrust to SCHEME and smooth processing of suggestions it is envisaged to have three tier system. The three tier system comprising of 1. Area / Unit SUGGESTION Committee. 2. HQ Screening Committee. 3. Award Committee. I. AREA / UNIT SUGGESTION COMMITTEE (ASC) The ASC will be constituted to give appropriate representation to different work areas. Committee will comprise of: Area General Manager - Chairman All Staff Officer - Members. Area Personnel Manager - Member / Co-ordinator All concerned HOD s & I/Cs of Area / Unit will be responsible for coordinating various activities and maintaining records etc. The ASC shall meet as often as necessary and at least once in every month. For this purpose HQ will also be treated as Unit.

7 The ASC, in case of HQ, shall be under the Chairmanship of CGM (P&P) with HODs from IED, Excavation & Personnel as member. The Co-ordinator and Member of the same SCHEME shall be Sri Partha Sarkar, Sr. Manager (IED). II. HQ SCREENING COMMITTEE (SSC) TS to CMD - Chairman GM(P&IR) - Member GM(IED) - Member GM(Finance) - Member GM(E&M) - Member GM(Excv.) - Member GM(HRD) - Member TS to D(P) - Member / Co-ordinator. The HSC shall meet once in a quarter or as and when necessary. III. AWARD COMMITTEE Chairman-cum-Managing Director - Chairman All Functional Directors - Members. TS to CMD - Co-ordinator 8. I. RESPONSIBILITES OF AREA / UNIT SUGGESTION COMMITTEE i) To act as a catalyst for promotion of SUGGESTION SCHEME in their Area / Unit. ii) To ensure distribution of SUGGESTION forms to EMPLOYEES in hard copy.

8 Iii) To arrange collection and receiving through appropriate channel. iv) To register the suggestions received. v) Scrutiny of suggestions for preliminary acceptance. vi) Evaluation / recommendation of accepted suggestions for rewards. 3vii) Implementation of the suggestions found acceptable. viii) Display of accepted suggestions/ Improvement Projects on Boards etc. ix) Scrutiny and selection of outstanding suggestions for higher level awards . x) To select 5 best SUGGESTION for Award at Area/ unit level and nominate the name of best 2 suggestor to HQ Screening Committee for Prize. II. RESPONSIBILITES OF HQ SCREENING COMMITTEE i. To promote SUGGESTION SCHEME at Higher level. ii. To ensure uniform implementation of the schemes at company level and act as a monitoring agency. iii.

9 Scrutiny and evaluation of ECL & other higher awards . iv. Evaluation of the Suggestions for rewards as received from Areas and recommendation to Nominate the best 10 SUGGESTION to Award Committee for Company level Award. 9 HOW TO GIVE A SUGGESTION (1) Registration of suggestions at Area Level: i. SUGGESTION form shall be available in the offices of Manager / Agent in case of Collieries, HODs in case of Area offices, Units and HQs. ii. The SUGGESTION in prescribed form shall be sent by the Suggestor to his Controlling Officer such as in case of Colliery, Manager/Agent and in case of Offices, HODs concerned by post or by courier or by hand. iii. All the Controlling Officers in field and in the office shall record the receipt of said SUGGESTION and forward the same under the signature of Controlling Officer to the Co-ordinator of Area/Unit SUGGESTION Committee once in a week.

10 Iv. The Co-ordinator shall keep the record of receipt of such suggestions received from different collieries/departments/units and place the same in the ASC in consultation with the Chairman of the Committee. v. The Chairman of the ASC may get the suggestions examined and scrutinised by a committee of suitable officers in respect of the following points: (a) Accepted suggestions for award with justification. (b) SUGGESTION not found acceptable. vi. Thereafter, the said suggestions along with the observation of the said scrutiny committee shall be placed at the ASC who will examine and consider the suggestions from the above points and other relevant factors. vii. The ASC shall submit its report in respect of accepted SUGGESTION . The suggestions which are so found accepted to be considered in the final meeting of ASC within March, 2012 and based on relative merits of suggestions, the ASC will finally recommend the suggestions for award/acknowledgement first ten selection may be considered for award at the area level, the approving authority of which will be Area General Manager and 10 suggestions for acknowledgement.
