1 Attachment ENERGY EMERGENCY PLANNINGCAMPUS SUMMARIES1 ENERGY EMERGENCY PLANNING Overview In anticipation of impending electricity and gas supply shortages this summer the University hasundertaken ENERGY EMERGENCY PLANNING at each CAMPUS , Medical Center, Laboratory andDANR location. There are three major components to these plans: I. Updated CAMPUS EMERGENCY Plans and operations appropriate for ENERGY outages. II. Notification Procedures for gas curtailment and grid status updates. III. CAMPUS Status Reports on impacts of gas curtailments, electrical outages and ENERGY EMERGENCY PLANNING efforts.
2 I. Updated CAMPUS EMERGENCY Plans All UC campuses and facilities participated in EMERGENCY PLANNING efforts two years ago for thepotential disruptions caused by the Y2K rollover. Following this model, the campuses have re-evaluated their existing EMERGENCY plans and adapted them for the electricity and natural gasshortages expected this summer. For the most part, campuses have one or more means of protection in place for their mostcritical functions such as animal care facilities, communications, laboratory ventilation, first means of protection is exemption from rotating outages.
3 The second is cogenerationand the third is backup EMERGENCY generation. Each of these is discussed in greater detail insection IV A of this report. Campuses with large cogeneration facilities are in the best positionto support all their research, academic and administrative functions. In spite of all these means of protection, laboratory research and other critical programs andfunctions remain vulnerable, depending on the nature and duration of the outage. Thesevulnerabilities are also summarized in section IV A3 of this report. Classroom instruction, CAMPUS administrative functions, and other functional areas outside of specially protectedbuildings are most vulnerable.
4 Additionally, there are numerous satellite facilities outside the main CAMPUS , medical centerand laboratory sites. These include DANR field stations, clinics and other university facilities. Most of these locations are served by their local utility company, are not exempt from rotatingoutages, and have no backup generation capabilities. A brief summary of the status of all major University locations and their contingency planningefforts is presented in section IV. Attachment ENERGY EMERGENCY PLANNINGCAMPUS SUMMARIES2 The three scenarios that campuses were asked to consider were: 1.
5 Rotating Electrical Outages. 2. Complete Electrical Grid Outage. 3. Natural Gas Curtailment. II. Notification Procedures UC Office of the President personnel are notified of grid alerts by the California Office ofEmergency Services on a twenty-four hour basis. In addition, campuses receive notificationsdirectly from their local utilities. Office of the President immediately sends out an e-mailnotification to CAMPUS ENERGY managers, EMERGENCY planners, and other critical personnel whenan alert is received. To enable Office of the President to provide better notification, campuses were requested toprovide e-mail addresses of all critical CAMPUS personnel, and primary and secondary energyemergency contact phone numbers.
6 In addition, critical CAMPUS personnel were provided withalpha-numeric pagers for immediate notification. As a part of this PLANNING effort, campuses reexamined and adapted their internal emergencynotification procedures to tailor them to the three scenarios listed above. They also developedredundant communication paths that could be utilized even during an electrical outage. III. CAMPUS Status Reports Office of the President is setting up an electronic bulletin board that will allow campuses topost situation status reports quickly and easily.
7 This is very similar to the bulletin board set upfor Y2K reporting. Campuses will post status reports on each day of a Stage III alert withrolling blackouts. Reports will include timely information regarding:% Extent of outage/areas affected and critical CAMPUS CAMPUS EMERGENCY response Description of facilities/systems Description of programs/activities Life safety and security Medical Center impacts on patient care, administrative systems, telecommunications and medical instruments. University management will be kept informed of status as appropriate.
8 IV. Summary of CAMPUS Plans Attachment ENERGY EMERGENCY PLANNINGCAMPUS SUMMARIES3 A. Rotating Electrical Outages 1. Locations Exempt From Rotating Outages (All medical centers, UCLA, UCR, UCSD, UCSF Parnassus, LLNL, OP) All UC medical centers qualify as essential service providers. UCLA and UCLA Medical Center have been notified by Los Angeles Department of Waterand Power (LADWP) that they will have adequate supplies to meet the CAMPUS needsthroughout the summer. Riverside has an agreement with the Riverside Public Utilities (RPU) that exempts the campusfrom rolling blackouts in exchange for the CAMPUS willingness to reduce its load by 2megawatts (MW) upon request.
9 The CAMPUS will use its thermal ENERGY storage facility as wellas reduce non-essential electrical use to meet this load reduction target. San Diego is exempt due to the technical inability of SDG&E to include them in rotating outage. This could change if SDG&E develops this technical capability. Lawrence Livermore National Laboratory receives its power directly through Western AreaPower Authority (WAPA) lines that are not subject to rolling outages. UCSF Parnassus CAMPUS is exempt because of its integration with the medical center. Office of the President is exempt because it shares its rotating outage block with essentialservice providers.
10 There is a high likelihood that PG&E will reconfigure the outage blockthereby eliminating OP s exemption. 2. Locations Not Exempt From Rotating Outages (UCB, UCD, UCI, UCSB, UCSC, UCSF Outside of Parnassus, LBNL, DANR, Satellitefacilities). Many of these campuses offer community and public safety services such as fire protection,police protection and radio communications. Each individual UC CAMPUS is evaluating itschances of becoming classified as an essential service both with the local service utility andwith the CPUC. Berkeley, including LBNL, Davis, Irvine, and Santa Barbara, take electric service at highvoltage (transmission service) levels and have very recently been reclassified as being subjectto rolling outages.
