The proponent maydelegate this approval authority, in writ-ing, to a division chief within the propo-nent agency or its direct reporting unit orfield operating agency, in the grade ofcolonel or the civilian equivalent. Activi-ties may request a waiver to this regula-t i o n b y p r o v i d i n g j u s t i f i c a t i o n t h a tincludes a full analysis of the expectedbenefits and must include formal reviewby the activity s senior legal officer.

8 Allwaiver requests will be endorsed by thecommander or senior leader of the requ-e s t i n g a c t i v i t y a n d f o r w a r d e d t h r o u g ht h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent. Refer to AR 25 30 for management control regulation contains management con-trol provisions and identifies key manage-ment controls that must be u p p l e m e n t a t i o n .
