3 Compliance with this directive is mandatoryfor NSW Health and is a condition of subsidy for public health POLICY STATEMENT PD2011_029 Issue date: May 2011 Page 1 of 2 NSW HEALTH Prevention OF Falls AND HARM FROM Falls among older people : 2011-2015 PURPOSE The NSW Health Prevention of Falls and Harm from Falls among older people : 2011-2015 Policy describes the actions that NSW Health, including the NSW Department of Health, Local Health Districts, Ambulance Service, and Clinical Excellence Commission, will undertake between 2011 to 2015 to support Prevention of Falls and fall -rel ated harm among older people . Falls are a significant cause of potentially avoidable harm to older people . There is strong evidence that Falls can be prevented. The Policy aims to reduce the incidence and severity of Falls among older people and reduce the social, psychological and economic impact of Falls on individuals, families and the community.

4 The Policy sets out actions for Falls Prevention in three key domains: health promotion, NSW Health clinical services and NSW Health residential aged care services (multi-purpose services and State Government Residential Aged Care Facilities). The Policy seeks to promote a comprehensive, systemic approach to Falls Prevention within NSW Health. MANDATORY REQUIREMENTS Each Local Health District will maintain a Falls Prevention Management Committee with senior representation and will develop a Falls Prevention implementation plan which aligns with the Prevention of Falls and Harm from Falls among older people Policy. Population Health Services and Local Health Districts will implement Falls Prevention initiatives as identified in their plan and Chief Executives will provide a six-monthly update on activity and progress to the NSW Department of Health (section 5).

5 Nine areas of action for NSW Health are described in the Policy (section 3): 1. Provide, or arrange for, screening, assessment and management of Falls risk factors among older people presenting to NSW Health services following a fall , or at high risk of Falls , in accordance with best practice guidelines. 2. Minimise the risk of Falls occurring within NSW Health facilities, and minimise the risk of injury should a fall occur, by implementing the recommendations from best practice guidelines for Falls Prevention . 3. Implement best practice in management of Falls risk for older people residing in NSW Health residential aged care services (such as multi-purpose services and State Government Residential Aged Care Facilities). 4. Support provision of appropriate exercise programs for older people at risk of Falls and promote uptake of these programs. 5. Provide older people and their families and carers with information about action they can take to reduce the risk of Falls and injury from Falls .

Support healthy, active ageing by continuing support for healthy lifestyles and for effective management of chronic disease. 7. Consider and respond to specific information and service needs of special groups within the population, including Aboriginal people , people from Culturally and Linguistically Diverse backgrounds, people experiencing socio-economic disadvantage, people living in remote areas, people with cognitive impairment, people with a disability and people living in residential aged care facilities. 8. Identify opportunities to promote best practice in Falls Prevention within external organisations and external providers of health and aged care. 9. Support the conduct and dissemination of research to advance Falls Prevention Policy and practice. Section 4 of the Policy describes specific strategies to be undertaken within each of the nine action areas and the lead and supporting parties for each action.

7 IMPLEMENTATION Section 5 describes the governance for implementation of the Policy. The Population Health Division, NSW Department of Health will lead statewide health promotion initiatives and work with Population Health Services to support regional health promotion services to implement such initiatives. Population Health Services will receive funding from the Department of Health for Falls Prevention Coordinators. The Health System Quality, Performance and Innovation Division and Strategic Development Division will lead work in clinical settings, in conjunction with the Clinical Excellence Commission. The Clinical Excellence Commission will receive funding from the NSW Department of Health for a program of work to support Local Health Districts in implementation of the 2009 Australian Commission on Quality and Safety in Health Care Falls Prevention best practice guidelines in NSW Health clinical settings (including community based services, hospitals, the ambulance service, multi-purpose services and State Government Residential Aged Care Facilities) and contribute to statewide Policy and program development in clinical settings.

8 The NSW Department of Health acknowledges that this Policy is introduced at a time of reform in the Health system and accordingly the establishment of governance arrangements and implementation planning to support this Policy will take place after 1 July 2011.
