2 The above named permittee is hereby authorized to initiate the activities described on the application, associated drawing(s), plans, and other documents attached hereto or on file with the DEPARTMENT and made a part hereof. The activities authorized by this permit must be conducted in conformance with all the provisions of this permit. Failure to comply with all permit conditions and documents referenced herein shall constitute grounds for revocation of the permit and appropriate enforcement action. PROJECT DESCRIPTION This permit authorizes dewatering activities associated with the Everglades Construction Project (ECP) (Stormwater Treatment Areas (STA-1E/1W, STA-2, STA-3/4, STA-5/6)), A-1 Flow Equalization Basin (A-1 FEB), and the Non-Everglades Construction Project (Non-ECP) structures, which have been permitted for construction, operation and maintenance in accordance with the Everglades Forever Act (EFA), Section , FLORIDA Statutes ( ).

3 This permit is intended to be an Individual Dewatering Permit for all future dewatering activities associated with either construction or maintenance activities. Dewatering This permit authorizes localized dewatering, for a short duration with specific discharge limitations, which is necessary during construction or maintenance projects associated with the ECP (Permit No. 0311207) and Non-ECP components (Permit No. 0237803). This permit also authorizes the following individual dewatering activities: Dewatering associated with construction and maintenance activities necessary to optimize sheet flow in cell 8 of STA-2, (Compartment B Build-out), such as disking, construction and maintenance of temporary haul roads and degrading.

4 Dewatering necessary to complete construction of the A-1 FEB project (Permit No. 0313994), such as excavation and construction of structures, levees, and canals. Dewatering activities will use existing seepage canals, temporary dewatering trenches, and holding ponds. If necessary and authorized, off-site dewatering could be directed to the NNRC. PROJECT LOCATIONS: The STAs are generally located within the following areas: Permittee: South FLORIDA Water Management District Project: Dewatering for ECP, A-1 FEB, and Non-ECP Components File No.: 0289306-002 Page 2 of 10 STA-1W/1E is situated south of SR 80 and north of the Loxahatchee National Wildlife Refuge, just west of the Village of Wellington in Palm Beach County.

5 STA-2 with Compartment B Build-out is situated within the Everglades Agricultural Area (EAA) between US 27 and Water Conservation Area 2A, just north of the Broward County line in Palm Beach County. STA-3/4 is bounded by US 27, Water Conservation Area 3A, and the Holeyland property in the EAA, just north of the Broward County line in Palm Beach County. STA-5/6 with Compartment C Build-out is situated within the EAA between the Rotenberger Wildlife Management Area and the L-3 Canal, just west of the Palm Beach County line in Hendry County. The Non-ECP Basins include the North New River Canal Basin, the C-11 West Basin, the C-111 Basin, the L-28 Basin, and the Feeder Canal Basin.

6 The A-1 FEB project is located in western Palm Beach County, bordered to the east by Highway 27 and the North New River Canal, to the south by STA-3/4, to the west by the Everglades Agricultural Area (EAA) and Holey Land Wildlife Management Area, and to the north by the EAA. The project s components are located within or partially within Sections 03-10, 14-36, Township 46 South, Range 38 East; Section 31, Township 46 South, Range 38 East; and Hiatus Lots 4, 5, & 6, between Townships 45 South and 46 South, Range 37 East. LIMITING CONDITIONS: 1. Use Classification. The authorized water use activities are for dewatering purposes as described by and in accordance with this permit. 2.

7 Source Classification. Source classification for the dewatering water for STAs, A-1 FEB, and the Non-ECP structures is surface water from the surficial aquifer system. 3. Maximum Withdrawal Allocations. a. Minor construction or maintenance projects associated with ECP (STA-1E/W, STA-2, STA-3/4 or STA-5/6) and Non-ECP structures: Maximum annual allocation shall not exceed 1,800 MG for a specific project. Maximum daily allocation shall not exceed 10 MG for a specific project. Authorization is for a duration of less than one year from commencement of dewatering activities. b. STA-2 construction and maintenance for Compartment B Build-out: Maximum annual allocation shall not exceed 5,400 MG.

8 Maximum monthly allocation shall not exceed 1,800 MG. Maximum daily allocation shall not exceed 60 MG. c. A-1 FEB construction: Maximum annual allocation shall not exceed 254,400 MG. Maximum monthly allocation shall not exceed 21,200 MG. Maximum daily allocation shall not exceed MG. 4. Declared Water Shortage. In the event of a declared water shortage by the South FLORIDA Water Management District, water withdrawal reductions shall be instituted in accordance with the water shortage plan, Chapter 40E-21, The permittee is advised that during a water shortage, pumpage, water levels, and water quality data shall be collected and submitted as required by this permit or pursuant to Chapter 40E-21 5.

9 Adjacent Water Users. Permittee shall mitigate any documented interference with existing legal uses that is caused in whole or in part by the permittee s withdrawals, consistent with an approved mitigation plan. As necessary to offset the interference, mitigation will include pumpage reduction, replacement of the impacted individual s equipment, relocation of wells, change in withdrawal source, or other means. 10 Inability to withdraw water consistent with provisions of the permit, such as when remedial structural or operational actions not materially authorized by existing permits must be taken to address the interference; or b. Change in the quality of water pursuant to primary state drinking water standards to the extent that the water can no longer be used for its authorized purpose, or such change is imminent. 6. Off-Site Lands. Permittee shall mitigate harm to existing off-site land uses caused by the permittee s withdrawals, as determined through reference to the conditions for permit issuance. When harm occurs, or is imminent, the DEPARTMENT will require the permittee to modify withdrawal rates or mitigate the harm.
