3 Florida s Incu mbent Worker Training (IWT) Program , funded by the federal Workforce Innovation and Opportunity Act (W IOA), and administered by CareerSource Florida (CSF) addresses such needs. The IW T Program was cr eated for the purpose of providing grant funding for continuing education and Training of Incumbent employees at exi sti ng Florida busi nesses. The Program will provide reimburse ment grants to busi nesses that pay for preapproved, direct, Training -related co sts. Currently, companies may receive a reimbursement rate up to 50% or 75% (see.)

The Program helps establish ed Florida busi nesses upgrade the skills of their cu rrent employees which provides enormous benefits to include: For employers: Inc reased Competitiveness Skilled Workforce Inc reased Prod uctivity Inc reased Profits Compa ny Growth Reduced Turnover For employees: Advancement Opportunities Inc reased Job Opportunities Ind us try Recog nized Credentials Job Retention Transportable/Transferrable Skills A V A I L A BLE F U N D I N G & M AXI M U M A WA R D A M O U N T The total amount of funding available for all Training projects in 2016/2017 is $3 million.

5 Applications are reviewed on a fi rst -come/first -se rved basi s until available funding has been awarded. A notification will be posted on when funds are no longer available. For the year beginning July 1, 2016, the maximum amount is $30,000 per grant/per company. If a company has more than one location in the state of Florida , they are treated as eit her one company or se parate companies depending upon the FEIN number(s). If the locations operate under different FEIN numbers, they will be considered se parate companies that will need to submit se parate applications and receive se parate awards.

6 If the locations operate under one FEIN number, then they will be consi dered one company and will therefore need to join their Training efforts, submit one application and receive one award. F U N D I N G P R I O R I T I E S Most companies who apply for funding will be eligible to have up to 50% of their direct Training costs eligible for reimbursement through their approved IWT grant. For companies that meet sp ecific cr ite ria, the reimbursement percentage is incr eased to 75%. This sp ecific cr iteria includes: Having 50 or fewer employees Being located in a rural area, rural county, dist ressed area, Brownfield or Hub zone 2 While not required, priority is given to: Busi ness es with less than 50 employees; Businesses in a qualified targeted indust ry (see list on website); Busi nesses whose grant proposals represent a significant upgrade in employee skills; Businesses who are seeking to utilize the Program to train individuals with barriers to employment.

7 And Busi nesses whose grant proposa ls represent a significant layoff avoidance st rategy. While this priority does not include an incr ease d reimbursement percentage, applications that meet one of these conditions will receive priority during times of limited funding., I N C U M B E N T W O R K E R D E F I N I TIO N For the purposes of the IWT Program , an Incu mbent Worker is defined as follows: A paid employee of the applicant business, or a person working for the busi ness as a staffi ng agency employee, working at least hrs per week and receives a W-2; Have an established employment history with the employer for six months or more; At least 18 years of age.

8 A citizen of the United States or a non-citizen whose status permits employment in the United States; A Florida resi dent working at a physical location in Florida ; and Employed 6 months before the signature date of the application. Employees trained under the grant must individually be registered in the Employ Florida C O M P ANY E L I G I B I L I T Y Companies applying for an IWT grant must meet the following criteria: Be a for-profit company in the State of Florida In operation for a minimum of one (1) year prior to the application date (as verifi ed on ) 3 Provide a description of how the Training is related to the competitiveness of both the business and the employee receiving Training .

9 Demonstrate a commitment to retain or avert the layoff of employees receiving Training . Demonst rate fi nancial viability by providing: o Their most recently filed IRS Form 941 (if the busi ness is a Corporation) or a most recently filed copy of the 1040 Income Tax Return with Schedule SE (if the busi ness is a Sole Proprietorship). o A letter of Tax Clearance from the Florida Department of Revenue dated within 45 days of application submittal. (Inst ructions for obtai ning this clearance letter are provided on the IWT Application Checklist) o Letter of cr edit from a bank the company has done busi ness with for at least six (6) months.

10 The letter must be on bank lette rhead. Compliant with the non-discrimination and equal opportunity provisi ons of Section 188 of the Workforce Investment Act of 1998; Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973; Age Discr imination Act of 1975; Title IX of the Education Amendments of 1972;, and with 29 Part 37. Have at least one full- time employee (must be Florida Resident AND W-2 employee). For a sole-propriet or where the business owner is the only employee, the sole- proprietor may be considered as the full- time employee.
