The Guidelines also detail whatresponse services should be in place to meet the need of survivors/victims of sexual call upon all those who are involved in the provision of protection and humanitarian assistance to usethese Guidelines and work together to prevent and respond to Gender-based Violence . 7 Itis well documented that GBV is a widespread inter-national public health and human rights issue, andthat adequate, appropriate, and comprehensive pre-vention and response are inadequate in most coun-tries Violence is especiallyproblematic in the context of complex emergenciesand natural disasters, where civilian women andchildren are often targeted for abuse, and are themost vulnerable to exploitation, Violence , and abusesimply because of their gender, age, and status insociety. (See below, Nature and Extent of GBV inHumanitarian Emergencies, p. 3.) Gender-based Violence is a violation of universalhuman rights protected by international humanrights conventions, including the right to security ofperson; the right to the highest attainable standardof physical and mental health; the right to freedomfrom torture or cruel, inhuman, or degrading treat-ment; and the right to humanitarian actors musttake action, from the earlieststages of an emergency, to prevent sexual Violence and provide appropriate assistance to ViolenceInterventions in EmergenciesDuring a crisis,such as armed conflict or natural dis-aster, institutions and systems for physical and socialprotection may be weakened or destroyed.

IntroductionFocus on Sexual ViolenceThroughout any emergency, many forms of GBV occur. During the early stages when com-munities are first disrupted, populations are moving, and systems for protection are not fullyin place most reported GBV incidents are sexual Violence involving female survivors/victimsand male perpetrators. Sexual Violence is the most immediate and dangerous type of gen-der- based Violence occurring in acute in a more stabilised phaseand during rehabilitation and recovery other forms of GBV occur and/or are reported withincreasing frequency. These include, among others, harmful traditional practices (female genital mutilation, forced early marriage, honour killings, etc.)

9 And domestic Violence . Although intervention in the early stages of an emergency should focus on sexual Violence ,each situation is unique and other forms of GBV should not necessarily be ignored. For example, the severity and incidence of domestic Violence often increases in the aftermath ofnatural disasters (see sample statistics below) and therefore may require immediate interven-tion from humanitarian actors. A coordinated situational analysis (described in Action , Conduct coordinated rapid situation analysis) can give information about other types ofGBV that may be occurring, including frequency, risk, and lethality. These other forms of GBVare not explicitly dealt with in these guidelines but are included in resource materials and thesummary recommendations for the preparedness and comprehensive prevention andresponse phases. Guidelines for Gender-based Violence Interventions in humanitarian SettingsPage 2To save lives and maximise protection, a minimumset of activities must be rapidly undertaken in acoordinated manner to prevent and respond to gen-der- based Violence from the earliest stages of anemergency.

10 Survivors/victims of GBV need assis-tance to cope with the harmful consequences. Theymay need health care, psychological and social sup-port, security, and legal redress. At the same time,prevention activities must be put in place to addresscauses and contributing factors to GBV in the set-ting. Providers of all these services must be knowl-edgeable, skilled, and compassionate in order tohelp the survivor/victim, and to establish effectivepreventive measures. Prevention and response toGBV therefore require coordinated action fromactors from many sectors and of the GuidelinesThe primary purpose of these guidelines isto enable humanitarian actors and commu-nities to plan,establish,and coordinate aset ofminimum multisectoral interventionsto prevent and respond to sexual violenceduring the early phase ofan these guidelines focus on the early phase ofan emergency, they also aim to inform and sensitisethe humanitarian community to the existence ofGBV during emergencies, that it is a serious and lifethreatening protection issue, and offer concretestrategies for including GBV Interventions and con-siderations in emergency preparedness planning andduring more stabilised phases of sets of activities are included in the guidelines:1) overview of activities to be undertaken in thepreparedness phase.
