Such mechanisms are initiated by Multilateral Partner Organisations and National Official Development Agencies to assist their services in identifying and contracting on a very short notice high-level qualified expertise for specific ad-hoc needs. Transtec has been pioneering the design and management of Framework Contracts (FWC) and Long-Term Agreements (LTA) initially for the EU and subsequently for multilateral partner organisations and national official development agencies.

2 FWC and LTA have proven to be effective tools for identifying, formulating, implementing and evaluating projects and programmes. We have acquired over the last 25 years the capacity to respond to specific requests and forge effective and strong professional relationships with a large number of high-level professionals. Some examples on Transtec experience in FWC and LTA are presented here: European Training Foundation partner countries: Provision of expertise to support ETF initiatives for human capital Development. Our experts are - working on development of methodologies, tools and instruments to deliver functions and capacity building; - through ETF, they are supporting the EU in programming and project cycle including sector approaches and budget support; they provide policy analysis; and are giving inputs in dissemination and networking activities.

5 Provision of services on (a) the election expert missions (EEMs) small expert missions to assess the electoral process in the partner country; (b) the election exploratory missions (ExMs) to examine the feasibility of a possible EOM or EAT; and (c) the election follow-up missions (EFMs), to examine the extent to which the recommendations of past EOMs have been taken on board by the partner country EU 2017-2020 Worldwide: Framework contract for Election Observation Missions Service Provider. Provision of technical, administrative and security and protection services on the field for (a) European Union election observation missions (EU EOMs) which usually deploy 50 100 observers and electoral experts in the partner country to observe the electoral process; and (b) election assessment team (EAT) missions deployed in countries with a volatile security environment to observe and assess the electoral process EU 2017-2020 Somalia: Provision of Third Party Monitoring Services.

6 The overall objective of third-party assurance activities is to monitor and/or verify that UNICEF-supported activities are being implemented, with quality and integrity, by NGO and/or government partners; and contributing to the survival, development and protection of Somali children, women and communities. The findings of third-party assurance activities are expected to facilitate decision making and improve performance, both on partnership development and management, and the overall direction of the Somalia country programme UNICEF 2017-2019 Worldwide: LTA for Impact Assessment Survey Services. Development and administration of surveys for impact assessments in IFAD borrowing countries, performance of baselines and/or follow up surveys (at the appropriate level of analysis, namely, the individual, household and community level), that evaluate the impact of a specific project in a specific location, measured through measurable outcomes of success IFAD 2016-2019 Worldwide: LTA for Complex Evaluation Services & Provision of Evaluation Services for Decentralized Evaluations.
