1 Frequently Asked Questions vendor What is the Health IT Quality Solutions Program? Quest Diagnostics Health IT Quality Solutions is a certification program for physician practice electronic health record (EHR) and other clinical technology vendors. The Program s goal is to maximize lab data quality, and enhance data and business process interoperability between us and select EHR products and solutions. Why does Quest Diagnostics have a Quality Solutions Program?The Program encourages our EHR vendor partners to quickly and easily implement product features that take advantage of our industry-leading IT capabilities, as well as benefit from improved business benefits with us at no additional cost. Together, we can meet the needs of our mutual customers and streamline our business processes. What about the vendor Certification Program launched in 2009?The Health IT Quality Solutions Program builds on the success of the original certification program.

2 The Program offers Vendors the latest Quest Diagnostics products, services, and other capabilities that address current industry requirements and changes. We ve also added a business relationship focus that did not exist in the original program. Our EHR interface to Quest Diagnostics is already certified. Do we need to participate in this program?Your current certification is a certification to production performed by our Client Interfacing Services group, a process where we determine that your EHR solution meets a minimum set of requirements for any type of connectivity to Quest Diagnostics . The scope of the Health IT Quality Solutions Program is much more broad; we look for and encourage advanced system capabilities that represent industry-leading EHR solutions. We also work with you to coordinate our business processes and share in co-marketing activities. Who is eligible to participate in the Program?Any vendor with a commercially-released EHR or electronic medical record (EMR) solution with a Quest Diagnostics -approved interface to the Quest Diagnostics Data Exchange Service (DEX, formerly called the HUB ) that processes both order and result transactions.

3 We also require a minimum number of live provider interfaces. Only EHR solutions that connect to our latest data network the DEX and that are able to send Orders as well as receive results are eligible. We currently have a fully-featured EHR solution capable of an orders and results interface, but we don t connect to the Quest Diagnostics DEX can we participate in the Program?Only EHR solutions with connectivity to our DEX network are eligible for Program certification. The Program certifies Vendors in three progressive tiers: Silver Vendors who demonstrate advanced EHR functionality are certified at the Silver tier if its solution meets a set of 24 functional requirements. Gold Vendors who meet Silver requirements and who also demonstrate industry-leading solutions are certified at the Gold tier if their solution meets at least 12 of an additional 18 value-added requirements.

4 Gold Vendors must also meet the requirement of sending at least 24,000 orders to the DEX over the past 12 months. Platinum Vendors who meet Gold requirements and who also agree contractually to coordinate their business activities (including financial, promotional, sales, and operations) with Quest Diagnostics may be qualified as Platinum partners. What are the specific requirements of the Platinum tier?Each vendor has a unique market focus, so each Platinum partner relationship is negotiated on a vendor -by- vendor basis to maximize the benefit to both the vendor and Quest Diagnostics . We must successfully negotiate with the vendor and contractually agree to financial, marketing, sales, and operations terms and conditions. The agreement includes industry-leading models for interface implementation and support, and how we can promote our products and solutions to each other s customer base. What does a vendor need to do to participate in the Program?

5 For the Silver and Gold tiers, nothing. We determine if a vendor meets Silver and Gold criteria and will notify the vendor accordingly. For Vendors who fall short of either tier, we will work with them to ensure that the vendor reaches that tier in the future. A Platinum partnership requires the active participation of the vendor to negotiate a mutually-agreeable set of business terms. Is there a cost for Vendors to participate in the Program?No. The Health IT Quality Solutions Program is a free service to you and the EHR and Lab industries. Reduced internal implementation costs and earlier Meaningful Use compliance Streamlined and higher quality Quest Diagnostics vendor interoperability What about Quest Care360 EHR? How does the Program work with that competing EHR solution?We realize Care360 EHR won t meet every Provider s needs.
