Gallegos, , Director, Construction Division Camille Thomason, , Director, Design Division Subject: Value of Time and Road User Costs Road user costs are the values used in A + B bidding and incentive/disincentives for milestones, final substantial completion, and lane rentals. Each year we adjust the value of time used in calculations for determining road user costs. The adjustment is based on the annual Consumer Price Index for the previous year. The value of time to be used in the calculations this year is $ per passenger car hour and $ per truck hour.
