Increases parental leave, expands the in-home childcare pilot program, and improves support available to military families with special needs children. Requires the DoD to conduct a thorough and independent review of suicide prevention and response programs at various military installations.

3 Shipbuilding Halts President Biden s dangerous cuts to shipbuilding by providing funding for 13 new battle force ships and prohibiting the decommissioning of 2 cruisers. Puts the Navy back on track to building a 355 ship Navy. Includes over $800 million to support expansion and modernization of the shipyard and submarine industrial base. 5 Research, Development, Test, & Evaluation Includes unprecedented levels of investment in emerging technologies, including AI, quantum computing, hypersonic, and autonomous systems. Includes a new $100 million fund and pilot program to expedite the deployment innovative technologies to the warfighter. Improves recruitment and retention of technical and scientific talent in the DoD with expanded scholarships and benefits. Nuclear Deterrence/Missile DeFeNse Prohibits any reduction in the number of intercontinental ballistic missiles or retiring or reconverting our low-yield nuclear warheads.

6 Fully funds modernization of our nuclear triad, including Ground Based Strategic Deterrent. Fully funds the two-site solution for plutonium pit production. Prevents Russian and Chinese officials from accessing missile DeFeNse sites. Reverses President Biden s cuts to missile DeFeNse . Fully funds the Guam DeFeNse System. Supports the Next Generation Interceptor to protect the homeland from the DPRK ICBM threat. Waste, Fraud, and Abuse Prevention Ends investment in failing programs and supports the divestment of legacy systems with little strategic value. Reins in sustainment costs on DODs largest acquisition program through new sustainment affordability metrics and requirements.

7 Establishes a program to prevent fraud and abuse in the Military Health System. FY22 NatioN al De FeNse authorizatioN act republicaNs-armeD Vaccine Mandates Discharges The NDAA prohibits DoD from dishonorably discharging servicemembers that refuse the COVD-19 vaccine. Servicemembers may only receive an honorable discharge or a general discharge under honorable conditions. This policy will retroactively apply to the date of the DoD COVID-19 vaccine order and be in place for at least 2 years. Exemptions The NDAA requires DoD to establish uniform standards under which servicemembers may be exempted from receiving the COVID-19 vaccine for administrative, medical, or religious reasons.

8 The DoD must consider the effects of natural immunity in setting medical standards, as well as whether the servicemember is approaching retirement when setting the administrative exemption standards. Improved Administration The NDAA requires DoD to establish a system to track and record all vaccine administered by the DoD and any adverse reactions to vaccines. Directs the Secretary of DeFeNse to recover all aircraft provided by the to Afghan Security Forces were relocated to other countries. Establishes an independent commission to review the entirety of afghanistan War including the disastrous withdrawal and present finding and recommendations to Congress. Requires ongoing reports to Congress on DoD expenditures in support of Afghan resettlement activities.
