5 The rules in Subchapter Rapply both to wastes generated in Texas and tothose generated outside the state and sent to Texasfor treatment, storage, and/or disposal. Correct andtimely compliance with the regulations on indus-trial and hazardous wastes helps to protect thestate s environment and safeguard the health ofTexas ClassesFigure 1 shows the main categories of hazardousand nonhazardous waste. The following paragraphsgive brief descriptions of these categories importantterms that will be used throughout this booklet. (Formore details, see the classification checklist in Chap-ter 3 and the definitions in Chapter 8.) hazardous WasteA hazardous waste is one that is listed as suchby the Environmental Protection Agency(EPA) or that exhibits one or more hazardouscharacteristics (also as specified by the EPA). Haz-ardous wastes are threatening to human health andthe hazardous WasteEPA lists over 400 wastes as hazardous .

6 Formore information see Part I-A of the checklist inChapter hazardous WasteWaste that displays one or more of fourhazardous characteristics: ignitability (easily flammable for example, solvents); reactivity (capable of rapid chemicalreaction for example, peroxides); corrosivity (highly acidic or alkaline,able to dissolve metals or burn theskin for example, hydrochloric acidor sodium hydroxide); and toxicity (a waste that can release toxicconstituents into the environment forexample, lead-based paint).For more information on hazardous characteris-tics, see Part I-B of the checklist in Chapter WasteAny industrial waste that is not listed as hazardousand does not have hazardous characteristics. (Class 1nonhazardous industrial waste can include certain lev-els of constituents and specified properties that, athigher levels, might otherwise render the waste hazard-ous see Part II of the checklist in Chapter 3.)

7 Industrial versus Nonindustrial WastesIndustrial wastes result from (or are incidentalto) operations of industry, manufacturing, mining, oragriculture for example, wastes from power gen-eration plants, manufacturing facilities, and laborato-ries serving an industry. Nonindustrial wastes, bycontrast, come from sources such as schools, hospi-tals, churches, dry cleaners, most service stations,and laboratories serving the Industrial WasteIn this grouping, Class 1 waste is consideredpotentially threatening to human health and the en-vironment if not properly managed, because of theconstituents and properties this class can , there are special handling requirementsfor Class 1 wastes. An example is water contami-nated with ethylene of Class 2 wastes include waste-activated sludge from biological wastewater treat-ment. Class 3 includes materials such as demoli-tion debris for example, bricks that are in-soluble, do not react with other materials, and donot decompose.

8 Class 2 and 3 wastes are often ac-cepted by local landfills. However, a Class 2 or 3designation does not mean that the waste is inca-pable of causing harm in every management (ormismanagement) This BookletExplains How to DoAfter you have worked through this booklet (andthat includes consulting the rules referred to in it),you will be able to accomplish the following tasks: Identify which wastes you mustclassify, code, and notify the TCEQ about. Chapter 2 introduces a keyconcept waste streams thathelps you decide these points. Classify your waste. Chapter 3 gives youa step-by-step approach for putting yourwaste into one of four categories: eitherhazardous waste or nonhazardousindustrial waste Classes 1, 2, or 3. Know what kind of information (eitherfrom process knowledge about yourfacility s operation or from analyticaltesting) that you must document andkeep on file (Chapter 4).

9 Understand the 8-character Texaswaste code. Chapter 5 explains thecomponents of the waste code: 4-character sequence number(may be a number, letters, or acombination; generally, identifiesa particular waste or where itcame from); 3-digit form code; and 1-character classification(from Chapter 3). Know how to notify TCEQ about your wastes and whichTCEQ form to use (Chapter 6).Some Things ThisBooklet Does NOT CoverNonhazardous Nonindustrial Waste. The rulesin 30 TAC Chapter 335, do NOT apply to nonhaz-ardous waste generated by nonindustrial Coverage of Chapter 335 Also, please be aware that this guidance docu-ment only covers 2 subchapters (A and R) of 30 TACC hapter 335, which contains 18 subchapters in booklet covers only classification and coding,documentation you must create and keep on file, andnotifications you must send to TCEQ (and the formsto use for that purpose).

Ways to contactthis unit are listed under the heading TCEQ andEPA Forms in Chapter 6.)Classification versus Risk ReductionThere is an important distinction between(1) classifying your wastes; and (2) meeting therisk reduction standards, which are set forth in30 TAC Chapter 335, Subchapter S. Here are themost common situations where the risk reductionstandards apply: a facility that handled industrialwastes is being closed; a site where unauthorized dischargeof wastes occurred is being cleaned you are involved in a situation like these, youneed to inform yourself about the risk reductionstandards. The guidance document you are nowreading does not cover this topic. (Again, you canobtain a copy of Subchapter S, and other informa-tion, from the TCEQ publications unit see theheading TCEQ and EPA Forms in Chapter 6.)
