4 However the rates have been ) Dam and Allied worksb) Canal and allied worksc) Canal Cross drainage worksd) Tunnel and Allied workse) Gates / Hoists and Allied worksf) Preliminary and Maintenance worksg) Lift Irrigation works The following information has been made use of for updating the SR 2016 -17: (i) Cement: rates for Cement obtained from ACC Cement Ltd, Zuari cement, and rates provided in the SR of other departments. (ii) Steel: rates of structural steel like Joists, Channels and reinforcement steel for different sizes of dia.

5 Obtained from SAIL. (iii) KARNATAKA State Annual Average Consumer Price Index for industrial workers for the year 2015 obtained from Office of the Commissioner of Labour in KARNATAKA , Bangalore. (iv) Paints and Varnishes: Average rates of the rates obtained from Mysore Paints and Varnishes , Chief Engineers of various zones of WRD and UKP Contractors Association, Gulbarga are worked out and adopted. (v) Price Index of commodities obtained from official website of Economic Advisor, Ministry of Commerce & Industry, GOI.

6 (vi) Explosives: Average rates of the rates of Explosives obtained from M/s Konar Explosives & Co. Bangalore,Chief Engineers of various zones of WRD and UKP Contractors Association, Gulbarga are worked out and adopted. (vii) Royalty Charges : Commerece and Industries Secretary Notification No: CI/81/MMN/2014 , Bangalore. Dated : . Mines & Geology Circular No:gabue/dcb/kagagu/rapaco/2013-14 Bangalore, obtained from Mines & Geology is adopted for SR of 2016 -17 also.

7 (viii) Additional items , if any required to be included in the SR were asked to be furnished by Chief Engineers with data rates , observed trend in the rates presently quoted by the tenderers and the justification for the utility of such items . However most of the Chief Engineers have not responded and a few representations received were devoid of any detailed analysis, data rate & other details, but contained only requests for adhoc rates approval, which the committee could not consider.

(ix) Energy charges: Obtained from ESCOMs is (x) rates are obtained from the Chief Engineers of various zones of WRD and UKP Contractors Association, Gulbarga for other essential materials are considered. (xi) Average rate of M-Sand rates furnished by the WRDO Sub-divisions is worked out and provision for M-Sand rate is made in the SR. Provision for updating the cost of cement and steel on quarterly basis for anyfluctuation in the market rates is retained.

9 For coarse and fine aggregates, theproposed rates are based on data rates by revising the basic cost without any applicable lead from quarry to the work site will have to be added. Further provisionfor the use of manufactured sand as per IS-383-2007 has been made in the SR2016-17 For hire charges of machinery, the average percentage increase in Whole sale Price Index during 2016 -17 is %. ( The capital cost of machinery and equipments considered in the preparation of SR 2014-15).The cost of machine tools are increased by % based on rise in Whole sale Price Index.

10 For the wages of workers, existing procedure of mentioning the basic wage andVDA separately is continued to ensure that the basic wages provided are more than VDA separately is continued to ensure that the basic wages provided are more than the minimum wages notified by the Labour Department, GOVERNMENT of KARNATAKA . In the Skilled Labour Category, the word DRIVER is includuded in the SR of 2016 -17 as Operator Road Roller/ Light vehicles /Driver light vehicles vide 27 of statement of Wages of workers.
