2 Funding Programs: Arts and Cultural Impact Programming (ACIP); Workforce Investment (WIP); Workforce Readiness (WRP)GrantUp to $5 millionArts & Cultural Facilities Improvement Program (ACFIP)The NYSCA/ESD Arts & Cultural Facilities Improvement Program was established to strengthen tourism; promote business development , and improve the quality, efficiency and accessibility of New York State arts and cultural organizations through targeted investments. Funding is available for, but not limited to, renovations and/or expansions of space(s) that are open to the public; modifications to provide for sustainable, energy efficient spaces that would result in overall cost savings; accessibility renovations; as well as technology and other equipment that would benefit the to $20 millionDepartment of Agriculture & Markets (Ag & Mkts)New York State Grown & Certified Agricultural Producers' Grant Program (Ag & Mkts GCAP)The New York State Grown & Certified Agricultural Producers Grant Program will assist agricultural producers in the state in meeting food safety standards required to participate in the New York State Grown & Certified program.

3 New York State Grown & Certified is the first statewide, multi-faceted food certification program designed to strengthen consumer confidence in New York products, address food product labeling, and assist New York farmers so they can take advantage of the growing market demand for foods locally grown and produced to a higher standard. The program will make Regional awards of up to $500,000 per region to a single entity that will serve as a program administrator. Eligible program administrators include municipalities, Regional and local development corporations, not-for-profits, public benefit corporations and industrial development agencies. The awarded program administrators will make the grant funding available to eligible New York State agricultural producers in their region. Agricultural producers receiving funding will be required to participate in the New York State Grown & Certified to $5 millionNYS Canal Corporation (Canals)Canalway Matching Grant Program (Canals)The Canalway Grants Program is a competitive matching grant program available to eligible municipalities and 501(c)(3) non-profit organizations along the New York State Canal System.

4 Funding is for capital projects that enhance Economic and community development along the canal corridor and are consistent with the goals of the Regional Economic development council to $1 millionDepartment of Environmental Conservation (DEC)DEC/EFC Wastewater Infrastructure Engineering Planning Grant Program (DEC EPG)The New York State Department of Environmental Conservation (DEC), in conjunction with the New York State Environmental Facilities Corporation (EFC), offered grants to municipalities to help pay for the initial planning of eligible Clean Water State Revolving Fund (CWSRF) water quality projects. Up to $3 million has been made available for this round of the Wastewater Infrastructure Engineering Planning Grant (EPG) program. Grants will assist municipalities facing Economic hardship with the engineering and planning costs of CWSRF-eligible water quality to $3 millionWater Quality Improvement Project Program (DEC AHR, MS4, NPS, Salt, SWP, WQIP)The Water Quality Improvement Project (WQIP) program is a competitive, statewide reimbursement grant program open to local governments and not-for-profit corporations for implementation projects that directly address documented water quality impairments or protect a drinking water source.

5 Projects eligible under the Water Quality Improvement Program include: municipal wastewater treatment; nonpoint source pollution abatement and control from non-farm sources; land acquisition projects for source water protection; salt storage; aquatic habitat restoration; and municipal separate storm sewer to $87 millionClimate Smart Communities Program (DEC CSC)The Climate Smart Communities (CSC) program, funded under Title 15 of the Environmental Protection Fund, is a competitive grant program awarding 50/50 matching grants to eligible municipalities to implement climate adaptation and mitigation projects across the state. Projects eligible under the CSC Grants Program include: flood risk reduction; extreme weather preparedness; reduction of greenhouse gas emissions from non-power sector sources, with an emphasis on transportation and food waste; and projects undertaking pre-implementation actions related to Climate Smart Communities to $10 million2017 Program Descriptions6 ProgramProgram DescriptionType ofFundingResourcesAvailableDepartment of Labor (DOL)Workforce development Grants (DOL EET, UWT)Grant funding is available to for-profit and not-for-profit businesses, training providers, and Local Workforce development Boards to upgrade the skills of the workforce.

6 Under Existing Employee Training (EET), current employees in low- and middle-skill positions will receive occupational skills training, in classroom settings, to attain or retain middle-skills occupations. Under the Unemployed Worker Training (UWT), unemployed or underemployed workers, with an emphasis on individuals with barriers to employment and veterans, will receive occupational skills training, in classroom settings, to be qualified to attain full or part-time employment or higher level of employment in available positions in the to $5 millionDepartment of State (DOS)Local Government Efficiency Grants (DOS LGE)The Local Government Efficiency (LGE) Grant program assists local leaders identify best practices and implement actions focused on reducing municipal expenditures, limiting the growth in property taxes and increasing efficiencies in service delivery.

Grant categories include preparing or implementing a LWRP; updating an LWRP to mitigate future physical climate risks; redeveloping hamlets, downtowns and urban waterfronts; planning or constructing land and water-based trails; preparing or implementing a lakewide or watershed management plan; implementing a community resilience strategy; and celebrating the bicentennial of the Erie Canal - improving public waterfront access for canal to $ millionEnvironmental Facilities Corporation (EFC)Green Innovation Grant Program (EFC GIGP)The Green Innovation Grant Program (GIGP) provides grants on a competitive basis to projects that improve water quality and demonstrate green stormwater infrastructure in New York.

8 GIGP is administered by NYS Environmental Facilities Corporation (EFC) through the Clean Water State Revolving Fund (CWSRF) and is funded with a grant from the US Environmental Protection Agency (EPA).Federal GrantUp to $15 millionEmpire State development (ESD)Excelsior Jobs Program (ESD EJP)Refundable tax credits are available to businesses in targeted industries ( high-tech, bio-tech, clean-tech, manufacturing) that create or retain jobs or make significant capital investments. Funding is available for tourism marketing initiatives, capital/construction projects and the recruitment and/or execution of special events, including meetings, conferences, conventions, festivals, agritourism/craft beverage events, athletic competitions and consumer and industry trade to $15 millionNew York State Innovation Hot Spot Support Program (ESD HSSP)Designated Innovation Hot Spots will be eligible for operating grants from ESD for five years.
