6 This GTS defines the interface between the Subscriber Identity Module (SIM) and the Mobile Equipment(ME) for use during the network operation phase of GSM as well as those aspects of the internalorganisation of the SIM which are related to the network operation phase, within the Digital cellulartelecommunications system (Phase 2/Phase 2+).This GTS is a TC-SMG approved GSM technical specification Version 5, which contains GSM Phase 2+enhancements/features to the Version 4 GSM technical specification . The ETS from which this Phase 2+GTS has evolved is Phase 2 GSM ETS 300 608 Edition 3 (GSM Version ).GTS are produced by TC-SMG to enable the GSM Phase 2+ specifications to become publicly available,prior to submission for the formal ETSI standards approval procedure to become EuropeanTelecommunications Standards (ETS).

7 This ensures the earliest possible access to GSM Phase 2+specifications for all Manufacturers, Network operators and implementors of the Global System for contents of this GTS are subject to continuing work within TC-SMG and may change following formalTC-SMG approval. Should TC-SMG modify the contents of this GTS it will then be republished by ETSI with an identifying change of release date and an increase in Version number as follows: Version :ythe third digit is incremented when editorial only changes have been incorporated in thespecification;xthe second digit is incremented for all other types of changes, technical enhancements,corrections, updates, is made within this GTS to GSM-TSs (note).

8 NOTE:TC-SMG has produced documents which give the technical specifications for theimplementation of the Digital cellular telecommunications system. Historically, thesedocuments have been identified as GSM Technical Specifications (GSM-TSs). TheseTSs may have subsequently become I-ETSs (Phase 1), or ETSs/ETSI TechnicalReports (ETRs) (Phase 2). TC-SMG has also produced ETSI GSM TSs which give thetechnical specifications for the implementation of Phase 2+ enhancements of the digitalcellular telecommunications system. These Version GSM Technical Specificationsmay be referred to as 8 GSM Version December 1995 Blank pagePage 9 GSM Version December 19951 ScopeThis Global System for Mobile communications Technical specification (GTS) defines the interfacebetween the Subscriber Identity Module (SIM) and the Mobile Equipment (ME) for use during the networkoperation phase of GSM as well as those aspects of the internal organisation of the SIM which are relatedto the network operation phase.

9 This is to ensure interoperability between a SIM and an ME independentlyof the respective manufacturers and operators. The concept of a split of the Mobile Station (MS) into theseelements as well as the distinction between the GSM network operation phase, which is also called GSMoperations, and the administrative management phase are described in the Technical specification [6].This GTS defines:-the requirements for the physical characteristics of the SIM, the electrical signals and thetransmission protocols;-the model which shall be used as a basis for the design of the logical structure of the SIM;-the security features;-the interface functions;-the commands;-the contents of the files required for the GSM application;-the application otherwise stated, references to GSM also apply to DCS GTS does not specify any aspects related to the administrative management phase.

10 Any internaltechnical realisation of either the SIM or the ME are only specified where these reflect over the GTS does not specify any of the security algorithms which may be GTS defines the SIM/ME interface for GSM Phase 2.
