Introduction and scope Follow ing t he disrupt ion caused by COVID 19, various operators have approached iata seeking Guidance on t he use of aircraft configured for t he carriage of passengers t o safely transport cargo and/or mail, including loading cargo in t he passenger cabin.

6 Passenger aircraft are not certified to carry car go on passenger seats or cargo unit load devices (pallets or cont ainers) in t he passenger cabin secured on t he seat t racks. However, some operators are evaluating t he reconfigurat ion of passenger aircraft by loading cargo on t he passenger seat s or by removal of t he passenger seat s t o increase t he volume available for t he carriage of cargo . Any reconfigurat ion of an aircraft in t his manner requires full evaluat ion of cargo restraint s connect ed directly t o t he seat t racks t o ensure st ructural loads are w it hin design limits and t he appropriate rest raint system is applied. Reconfiguration of t he aircraft also requires a formal aut horisation from t he nat ional aviation aut hority (NA A) of t he St at e of t he operat or.

7 Before considering such operat ion, a comprehensive safet y risk assessment shall be performed involving all t he relevant operat ional depart ment s ( ground, car go , ca b in, flight, engineering). Objective The purpose of t his Guidance is t o provide t he means for operat ors t o ensure an accept able level of safet y is maintained at all times for t he ut ilisation of aircraft configured for t he carriage of passengers for t he t r ans po rt of cargo and/or mail, including loading in t he passenger cabin.

9 This document provides information on t he considerat ions for a safety risk assessment and p r o vides recommendations on t he carriage of dangerous goods, including dangerous goods restricted to a cargo aircraft. 3. General recommendations and safety risk assessment General recommendations It is of t he ut most importance t hat operators are familiar with cargo t ransport before even considering such an operat ion. Typically, operat ors shall: a. Perform a detailed safet y risk assessment t o identify hazards, evaluat e and mit igat e correlated risks. Some examples of possible risks include, but are not limited t o, t he following: i. Operat or general knowledge of cargo t ransport; ii. If applicable, procedures t o address t he accept ance, handling and loading of cargo Aircraft Only (CAO) dangerous goods; iii.

10 The det ect ion of any smoke or fire and firefight ing capabilities of personnel in t he cabin; iv. Qualification and abilities of crew member or ot her personnel t o control and put out fire in cabin; v. The provision, location and s t or ag e o f sufficient firefight ing equipment such as portable breat hing equipment , fire ext inguishers et c. for use by personnel carried in t he cabin; vi. EDTO operat ions; vii. Operational approval for car g o only flight, as applicable; viii. The pot ent ial for misdeclared / undeclared or hidden dangerous goods w ithin cargo ; ix. Unrest rict ed access t o all cargo loaded int o t he cabin; x. cargo leakage / spillage; xi. Unsecured / incorrect ly loaded cargo ; xii.
