1 GUIDELINES FOR IMPLEMENTATION OF IS 13334(PART 1):2014 In order to implement the revised Scheme of Testing and inspection for skimmed milk powder , Standard Grade as per IS 13334 (Pt 1):2014., following procedure is proposed: For existing licensee: (i) Endorsement in the licence as per revised standard shall be made after obtaining the following documents from the licensees: a) Declaration regarding availability of testing equipment as per revised specification on CM/PF 306. b) Declaration regarding change in manufacturing machinery, if any, on CM/PF 305 c) Acceptance of revised STI. (d) Independent Test report indicating conformity of the product to the revised specification from BIS recognized laboratory.
2 Ii) An early inspection shall be planned to verify the availability of testing equipment, manufacturing machinery, if any, as per revised specification with the licensees after obtaining declaration on CMD/PF 305 and 306. During the inspection sample shall be drawn for independent testing to ensure conformity of the product to the revised standard. iii) Action shall be taken as per OMPC 2004, if the licensee fails to submit the acceptance of STI in stipulated time. Likewise, in case sample drawn during inspection fails in factory/independent testing as per the revised version, further actions are to be taken as per OMPC 2004. For Applicants: (i) No fresh application for IS 13334 (Pt 1):1998 skimmed milk powder , Standard Grade shall be accepted after the issuance of these GUIDELINES .
3 (ii) In case applicant sample is yet to be tested by Lab as per the old version, necessary action may be taken immediately by BO for considering the case as per IS 13334 (Pt 1):2014 after consulting the applicant. Compliance to the REVISED STI Doc: STI 13334(Pt 1)/ 5 June 2015 shall be ensured by all the concerned applicants/licenses latest by 20 July 2015 as the earlier version of the standard will stand cancelled on 20 July 2015. Doc: STI 13334(Pt 1)/5 June 2015 SCHEME OF TESTING AND inspection FOR CERTIFICATION OF skimmed milk powder ACCORDING TO IS 13334 (Part 1):2014 1. Laboratory - A laboratory shall be maintained which shall be suitably equipped and staffed to carry out the different tests in accordance with the methods given in the Indian Standards.
4 2. Test Record - All records of analysis and tests shall be kept in suitable forms approved by the Bureau of Indian Standards. Copies of any records that may be required by BIS shall be made available at anytime on request. 3. Quality Control - It is recommended that, as far as possible, Statistical QualityControl (SQC) methods may be used for controlling the quality of the products as envisaged in this Scheme [See IS 397 (Part 1), IS 397(Part 2), and IS 397 (Part 3)]. The following instruments/equipments are required to be brought under calibration control, as per frequency to be decided depending upon the usage. In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001:2008.

Standard Mark - The Standard Mark as given in Column(l) of the first Scheduleof the licence shall be stencilled with indelible ink or printed on labels applied to the container of Skim milk powder provided always that the material in each container to which this mark is applied conforms to every requirement of the specification. 5. Marking Each package shall bear legibly and indelibly the followinginformation. a) Name of the material and brand name, if any; b) Name and address of the manufacturer; c) Batch or code number; d) Process of drying; e) Month and year of manufacturing or packing; f) Net quantity ( see Legal Metrology (Packed Commodities) Rules 2011)); g) Direction for storage; h) Best before.
6 (month and year in capital letters); OR Best (months) from the date of packing/manufacture; j) Direction for reconstitution; k) The container contains equivalent of ..litres of skimmed milk ; l) Information given under Note 2 of if applicable; and m) Any other requirements under the Legal Metrology (Packed Commodities) Rules 2011 and the Food Safety and Standards (Food Products Standards and Food Additives) Note: In case of flexible pack, the following information shall be marked on the label: Once opened, the entire product content should immediately be placed in a clean air-tight container Doc: STI 13334(Pt 1)/5 June 2015 6. Packing and Storage The material shall be packed as per cl.
7 And of IS 13334 (Part 1): 2014. 7. Raw milk The raw milk received in factory shall be tested for fat, SNF. COB, Neutralizers, Additives, MB etc, and appropriate records maintained. The Standardized milk before spray drying shall be tested for freedom from Neutralizers, Preservatives, Additives and necessary records maintained. 8. Levels of Control - The tests as indicated in Table 1, Table 2 and at levels of controlspecified therein, shall be carried out on the whole production of the factory covered by this scheme and appropriate records and charts maintained in accordance with clause above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with Certification Mark of the Bureau.
8 Control Unit For the purpose of this Scheme, the total quantity of skimmed milk powder manufactured continuously at a time in a period of 24 hours shall constitute a control unit. On the basis of test and analysis results decision regarding the conformity or otherwise of a control unit of skimmed milk powder to the requirements of the specification shall be made as follows: A sample shall be taken at the packing stage after every half an hour which shall be examined visually for appearance, colour, absence of lump and extraneous matter; examined by organoleptic methods for flavour and taste, absence of extraneous matter, added colour & added flavour and analyzed for moisture content.
9 If the sample does not conform to the specification in any one or more of these requirements, the material manufactured during the half an hour prior to the drawl of sample shall either be rejected or reprocessed and the defect(s) rectified. Such reprocessed material when tested again shall conform to all the requirements of the specification. Two samples shall be drawn from every control unit one during the first half of the packing period and other during the second half of the packing period. These samples shall be individually tested for total solids, milk Protein in milk Solids not fat, Insolubility index, milk fat, Titratable acidity, Scorched particles, Bacterial count, Coliform count &Escherichia coli.
10 If any one or both the samples fail to conform to anyone or more of these requirement(s) as given in the specification, the entire material in the control unit shall not be marked. The material may, however, be reprocessed and the defect(s) rectified. Such reprocessed material when tested again shall conform to all the requirements of the specification. Two samples from every seventh control unit (starting from a control unit chosenat random) shall be tested for total ash. If any one or both the samples fail to satisfy the requirement, the corresponding control unit shall not be marked. The material in the control unit may, however, be reprocessed and the defect rectified.
