1 Guidelines ON THE Nationwide IMPLEMENTATION OFALERT Level System FOR COVID-19 RESPONSEAs of November 18, 2021 WHEREAS,theCoronavirusDisease2019(COVID- 19),sincehavingbeendeclaredasaPublicHeal thEmergencyofInternationalConcern(PHEIC) , ,mostimportantlyinvulnerable sectors such as the economy, education, and healthcare;WHEREAS,Section2ofExecutiveOr derNo.( )112,( )providesthatprovincialgovernorsshallbea uthorizedtoimpose,liftorextendtheEnhance dCommunityQuarantine(ECQ)incomponentciti esandmunicipalitiesupontheconcurrenceoft herelevantregionalcounterpartbodyoftheIn ter-AgencyTaskForcefortheManagementofEme rgingInfectiousDiseases(IATF);and,thatth emayorsofcitiesandmunicipalitiesarelikew iseauthorizedtoimpose,liftorextendECQinb arangays,upontheconcurrenceoftherelevant regionalcounterpartbodyoftheIATF;provide d,thatthisiswithoutprejudicetotheauthori tyoftheIATF todirectlyimpose,liftorextendECQinthesea reasshouldcircumstances call for it.

2 WHEREAS,theIATF issuedtheOmnibusGuidelinesontheImplement ationofCommunityQuarantineinthePhilippin es(IATFO mnibusGuidelines),asamended,toharmonizea ndcodifyexistingguidelinesoftheIATF andmember-agenciespertainingtocommunityq uarantine,whichshallbeappliedtoallregion s,provinces,cities,municipalities,and barangays placed under community quarantine;WHEREAS,GuidelinesforthePilot ImplementationofAlertLevelSystemintheNat ional Capital Region was adopted by the IATF and was published on 13 September ,thepilotareaforimplementationoftheAlert LevelSystemwasexpandedtoincludeotherprov inces,highlyurbanizedcities,andindepende ntcomponentcities pursuant to IATF Resolution No. 144-D ( ) issued on 18 October , ( )issuedon11 November2021,approvedthenationwiderollou toftheAlertLevelSystemandadoptedtheseGui delinesasthe Guidelines to be implemented and enforced in all areas under the Alert Level ,THEREFORE,BEITRESOLVED,asitherebyRESOLV ED,thatinconsiderationofthepremisessetfo rthherein,theIATF issuestheseGuidelinestoenjoinandproactiv elyadvocatetheprinciplesof3C s(Closed,Crowded,andCloseContact)strateg yagainst COVID-19 to curb the further spread of infection:For purposes of these Guidelines , the following shall be defined as follows:With Amendments as of November 18, ,municipalitiesand/orregions.

3 Aimedtomanageandminimizetheriskofthedise asethroughSystemIndicators,TriggersandTh resholdsdeterminedbytheIATF tospecifythepublichealthandsocialmeasure stobetakeninrelationtotheCOVID-19respons e,asmaybeupdatedbasedonnewscientificknow ledge,informationabouttheeffectiveness of control measures in the country and overseas, and its ,totalbedutilizationrate,andintensivecar eunitutilizationrateis ,healthcareutilizationislow,orcasecounts arelowbutincreasing,orcasecountsarelowan ddecreasingbuttotalbedutilizationrate and intensive care unit utilization rate is ,withtotalbedutilizationrateandintensive careunitutilizationrate at increasing ,withtotalbedutilizationrateandintensive careunitutilizationrate at high , "criticalzones"bythelocalgovernmentunit( LGU)whichmaybedeclaredregardless of Alert (MPHS)-referstothenational,local,andsect or-specificguidelinesonmitigationmeasure sforitsCOVID-19responseacrossallsettings byimplementingnon-pharmaceuticalinterven tions(NPIs),consistentwiththeDepartmento fHealth(DOH) ,medications,orotherpharmaceuticalinterv entions,thatindividualsandcommunitiescan carryoutinordertoreducetransmissionrates ,contactrates,andthe duration of infectiousness of individuals in the Amendments as of November 18, Level System FOR COVID-19 RESPONSESECTION [1] GENERAL ,classificationofthepilotareasshallbedon eweekly,unlessotherwise (RIATF)

4 SuchdataasdeterminedbyNationalGovernment Agenciesbasedonthetemplateprovidedforbyt heIATFSub-Technical Working Group on Data for the Safe Reopening of of Public Health Emergency due to ,allotherestablishments, ,theyareencouragedtooperatewithaminimalo n-sitecapacity, ,themovementofworkersofsaidestablishment sresidinginareasnotcoveredbygranular lockdowns shall remain of Tourism and the ,establishmentspermittedtooperateunderea chAlertLevelmaybeallowedadditionalvenue/ seatingcapacityontopoftheexisting allowable venue/seating capacities, as (20%)iftheareawheresuchestablishmentsWit h Amendments as of November 18, (70%)forbothPriorityGroupA2(seniorcitize ns)andPriorityGroupA3(adultswithcomorbid ities),asdeterminedbytheVaccineClusterof theNationalTaskForce Against COVID-19; (10%)ifsaidestablishmentshavebeenawarded Safety Seal Certificates under the Safety Seal Certification [2] (ECQ)asprovidedforundertheIATFO mnibusGuidelinesontheImplementationofCom munityQuarantineinthePhilippines, be applicable in Alert Level [3] ,exceptforportionsthereofunder granular ,exceptforthose(i)beloweighteen(18)years ofage,and(ii)belongingtothevulnerablepop ulation,namely,thosewhoareoversixty-five (65)yearsofage,thosewithimmunodeficienci es,comorbidities, or other health risks, and pregnant women, provided (18)yearsofage,andthosebelongingtothevul nerablepopulation,shallbeallowedaccessto obtainessentialgoodsandservices,orforwor kinpermittedindustriesandofficesinaccord ancewithexisting labor laws, rules, and (18)yearsofageshallbeallowedtoparticipat einthefollowing of destination, andStaycations.

5 ,theminimumpublichealthstandardsandpreca utionssuchasthewearingoffacemasksandthem aintenance of social distancing protocols are ,includingthosebelongingtothevulnerablep opulation, may participate in the permitted activities under this Amendments as of November 18, ,orbeundertakeninareasclassified under Alert Level 4 ,exceptthoseapproved by the IATF and/or the Office of the President; ,vocationaleducationandtraining,exceptth oseapprovedbytheIATFand/or the Office of the President; contact sports, whether indoor or outdoor; and movie houses; ,playroom, and kiddie rides; as in karaoke bars, bars, clubs, concert halls, and theaters; ,horseracing,cockfightingandoperationofc ockpits,lotteryandbettingshops,andotherg amingestablishmentsexceptasmaybeauthoriz ed by the IATF or the Office of the President; ,oractivities,shallbeallowedtooperate,or beundertakenatamaximumof10%indoorvenueca pacityforfullyvaccinatedindividualsonlya nd30% , , that there is no objection from the LGU where these activities may take for meetings, incentives, conferences, and exhibitions (MICE); ,weddingreceptions,engagementparties,wed dinganniversaries,debutandbirthdaypartie s,family reunions, and bridal or baby showers; ,archives,museums,galleries,exhibits,par ks,plazas,publicgardens,scenicviewpoints oroverlooks, and the like; parks and theme parks.

6 ,billiardhalls,amusementarcades,bowlinga lleys,skatingrinks,archeryhalls,swimming pools,and similar ,oractivities,shallbeallowedtooperate,or beundertakenatamaximumof10%indoorvenueca pacityforfullyvaccinatedindividualsonlya nd30% ,thatallWith Amendments as of November 18, , , ,thatpastors,priests,rabbis,imams,orothe rreligiousministersandtheassistants of these religious congregations have been fully vaccinated; ,andspecialtyexaminationsauthorizedbythe IATF subjecttothehealthandsafetyguidelinesasa pprovedbytheIATF; ,commissaries,restaurants,andeateries,su bjecttoDTIsector-specificprotocols; ,hairspas,hairsalons,andnailspas,andthos eofferingaesthetic/cosmeticservicesorpro cedures,make-upservices,salons,spas,refl exology,andothersimilarproceduresincludi nghomeserviceoptions,subjecttothesector- specificprotocolsofthe DTI; ,gyms,andvenuesfornon-contactexerciseand sports, are conducted.

7 And, ,music,andtelevisionproduction,subjectto thejointguidelinesasmaybeissuedbytheDTI, DepartmentofLaborandEmployment(DOLE),and the ,wakes,inurnment,funeralsforthosewhodied ofcausesotherthanCOVID-19,andforthecrema insoftheCOVID-19deceased,shallbeallowed, providedthatthesameshallbelimitedtoimmed iatefamilymembers,uponsatisfactoryproofo ftheirrelationshipwiththedeceasedand with full compliance with the prescribed minimum public health and other flexible work [4] ,exceptforportionsthereofunder granular lockdown:With Amendments as of November 18, ,reasonablerestrictionsmaybeimposedbythe LGUs,whichshouldnotbestricterasthosepres cribedunderhigheralertlevelsandsubjectto theoversight,monitoring, ,thatthosebeloweighteen(18)yearsofage,an dthosebelongingtothevulnerablepopulation ,shallbeallowedaccesstoobtainessentialgo odsandservices,orforworkinpermittedindus triesandofficesinaccordancewithexistingl aborlaws,rules, or vaccination ,orbeundertakeninareasclassified under Alert Level 3 ,exceptthosepreviously approved by the IATF and/or the Office of the President; ,exceptthoseconductedunderabubble-typese tupasprovidedforunderrelevantguidelinesa doptedbytheIATF,GamesandAmusementBoard,a ndPhilippineSportsCommission,andapproved bythe LGU where such games shall be held; ,playroom, and kiddie rides.
