2 HHS and its family of agenc ies manage more th an 300 pr og rams enc ompassing scientific research, public health services, food and drug safety, health care s ervices, health insur ance, and a host of c hild support and enr ichment programs. HHS is committed to a c ulture of openness with the media and public that v alue s the free excha ng e of id eas, da ta, a nd infor mation and doing so in a m anner th at is timely, responsive, and accur ate. To honor this commitment, HHS expec ts its employe es to a bide by the f ollowing set of cor e communications pr incipl es.

3 Be honest and accur ate in all communications Honor publication embargoe s Respond promptly to media requests and respect media deadlines Act pr omptly to c orrect the rec or d or e rroneous infor mation, whe n appropriate Pr omote the free flow of s cientific and tec hnical infor mation Pr omote plain writing of media documents and releases Create greatest trans parenc y possible through distributing infor mation timely and widely th rough interne t, social media , email, media wires, and other mec ha nisms Pr otec t confidential, classi fied, and non-public infor mation PURPOSE AND SCOPE This document pr ovides guidanc e on the Provision of in for mation to news media .

4 This is de fined as infor mation in any f or m pr ovided to news and infor mation media , especially infor mation th at has the potential to gene rate media att ention, public interest, or inquiry. Examples include, but are not li mited to, interviews, press releases, media advisor ies, editorial boards , lett ers to the editor, opinion-editorial columns, audio or video news releases, B -roll (video footage pr ovided free of cha rge to br oa dcast news or ganizations), and blogs and other Interne t or social media postings us ed to convey news or items of public interest.

5 Not included under this de finition are scientific and tec hnical reports or a rti cles and tec hnical infor mati on in prof essional journa ls. The se Guidelines are applicable to a ll Operating Divisions (OPDIV), Staff Divisions (S TAFFDIV), Offi ce s, and other pr ograms (h encefor th referred to as agenc y ) within the Depa rtment of Health and Human Services, as well as all HHS employees, fellows, and other non-full -time employees employe d by HHS. I n the event of a ny c onflict be tween this guidanc e and any other HHS policy , direc tiv e, or r eg ulation, th is guidanc e sha ll gov ern and supersede any previous issuanc e or di rec tiv e.

6 Guidelines on the Release of Information to the News media (January 2017) 3 Office of the Assistant Secretary for Public Affairs | Department of Health and Human Services RESPONSIBILITIES Office of t he Assistant Secretary for Public Affairs The HHS Offi ce of the Assi stant Sec retary for Public Affairs (ASPA) is the principal point of contact, at the na tional l evel, for news media and gene ral pu blic inquiries about the Depa rtment of Health and Human Services and its agenc ies. ASPA is res ponsible for : Conducting and coordinating news media relations for the de pa rtment Establi shing news media , inc luding online news media , relations policies and pr ioriti es Coordinating and reviewing the performanc e of all news media relations activiti es Coordinating these acti viti es with A SPA, HHS leadership, and OPDIVs and STAFFDIVs Clearing news media releases, activities, events.

7 And materials Ens ur ing timely release and effi cient dissemination of materials and infor mation to news media Editing to e ns ur e that public infor mation pr oducts are writt en in plain lang uage, consistent with Associated Pr ess style, and in line with news media pr incipl es, pr actice s, and expec tations, while maintaining the integ rity of the scientific or t ec hnical da ta and the meaning of programmatic content. Directors of OPDIVs, STAFFDIVs, Offices and Programs Operating Division (OPDIV), Staff Division (S TAFFDIV), office and program direc to rs ha ve ultimate responsibility for the t ec hnical, scientific, and prog rammatic accur acy of all infor mation th at is related to their respective pr og rams and released by HHS.

8 OPDIV, STAFFDIV, Office and Program Communications/Public Affairs/ media Relations Officers The se individuals must noti fy ASPA in a timely manner about activities or events th at ha ve the potenti al to gene rate media or p ublic interest or inquiry. All HHS Employees and Programs All HHS employees and programs are r equired to c oordinate, in a timely manne r, with the appropriate agenc y medi a relations office pr ior to r eleasing infor mation th at has the potential to gene rate medi a or public i nterest. Guidelines General Guidelines HHS see ks to provide the widest pr acti cal and appropriate di ssemination of in for mation concerning its activities, pr ograms, and rec ommendations.

9 News media and journa lis t requests, including Guidelines on the Release of Information to the News media (January 2017) 4 Office of the Assistant Secretary for Public Affairs | Department of Health and Human Services blogger requests, for public infor mation concerning HHS activities and the results of HHS activities should be addressed pr omptly, factu ally, and as completely as possible, in accorda nc e with applicable fede ral laws and reg ulati ons. To ens ur e timely responses for requests for infor mation, HHS will strive to e ns ur e c ooperation and coordination among the agency s scientific and public affairs communities.

10 HHS agenc ies and office s will comply w ith di rec tiv es, pr ocedures, and guidanc e from A SPA at H HS. In kee ping with the de sire for a c ulture of openness, HHS employees may, consistent with this policy , s peak to members of the pr ess about th eir wor k. However, HHS employees are not r equired to s peak to the media . HHS strives to e ns ure th at the media are effectiv ely served within neede d deadlines. In orde r to make ce rtain we pr ovide t he media the be st possible s ervice and infor mation in a timely fashion, it is important that the r elevant agenc y public a ffairs office be notified of all media calls/c ontacts th at employees receive about the ir HHS wor k.
