9 It also provides information to the DODmail manager and to the associated DOD mail Offices on how the PostalService (USPS) operates, as well as providing specific information onautomation, centralized delivery, organization, and address Handbook is designed as a reference tool for the USPS and DODcommunities. It should be kept readily available for reference when problemsarise, or for questions on the DOD s chain of command or what office should beconsulted for support and assistance. This Handbook will help the USPS managers, as valued members of the DOD community, to understand their role inthat community and what their responsibilities are.

10 Success as a manager of Post Office on a DOD installation does not require previous military service;however, it is essential to understand the military s chain of command andunderstand how to be successful in that Working TogetherThe relationship between the Postal Service and the respective DODinstallations is a partnership, with varying levels of benefit and responsibility. Atmany Installations , the Postal Service and the DOD mail center are locatedin the same building. Even though these two organizations may be closephysically, they still need to communicate directly and to work together to betterserve their mutual customers and create win-win resolutions to the Postal Service and the installation s DOD mail center serveessentially the same customer the DOD community.
