10 EXECUTIVE SUMMARY BY DISTRICT MANAGER The current DHP will cover all aspects of service delivery in relation to targets and demands of services that is linking service delivery with finance and Human resources. It will however take cognisance of the achievements on 2013/ 2014 DHP like the TB outcomes (see tables on TB outcomes below) and sustain them and more efforts will be directed on areas of poor performance like improvement on DISTRICT hospitals quality and efficiency. 1 DISTRICT SERVICE DELIVERY PERFORMANCE PRIMARY HEALTH CARE (PHC) SERVICE MANAGEMENT Primary health care services in this context refer to services rendered from the household level right up to the community health Centre in a sub- DISTRICT .
