If, at any time in either of these three areas, it is released or discharged from its container into the environment in an RQ quantity, and is not recovered, it is now a HAZARDOUS Substance and is subject to the reporting responsibilities of the Clean Water Act, the HAZARDOUS MATERIALS Transportation Act, the Comprehensive Environmental Response, Compensation and Liability Act, and SARA/Title III.
