SUBJECT: Air Force Guidance Memorandum to afi 32 -7001, Environmental Management By Order of the Secretary of the Air Force, this Air Force Guidance Memorandum immediately changes afi 32 -7001. Compliance with this Memorandum is mandatory. To the extent its directions are inconsistent with other Air Force publications, the information herein prevails, in accordance with AFI 33-360, Publications and Forms Management.

2 This Guidance Memorandum updates Air Force environmental management instructions by clarifying requirements specified in afi 32 -7001, updating management system and information requirements, incorporating AFIMSC roles and responsibilities, clarifying management controls, and revising the environmental inspection process consistent with AFI 90- 201, The Air Force Inspection System. Changes to afi 32 -7001 are included in the attachment to this Memorandum. This Memorandum becomes void after one year has elapsed from the date of this Memorandum, or upon incorporation by rewrite of afi 32 -7001, whichever is earlier.

This Instruction establishes an Environmental Management System (EMS), consistent with Air Force Policy Directive (AFPD) 90-8, Environmental, Safety and Occupational Health, and in accordance with AFPD 32-70, Environmental Considerations in AF Programs and Activities. The EMS can be an effective framework for continual program improvement and efficient processes through clearly defined environmental roles and responsibilities, planning requirements, budgeting, effective implementation and operation, and management review.

4 Changed to read: Vision. The Air Force EMS vision is for an effective framework to meet Air Force environmental obligations while achieving the mission in air, space, and cyberspace. The Air Force will remain committed to its environmental priorities and expect all Airmen to stay vigilant in identifying and minimizing environmental risk in the execution of our global mission. Figure illustrates the Air Force EMS cycle. In line with the vision and in accordance with AFPD 32-70, the Air Force is committed to the following overarching principles: Changed to read: Compliance.

5 Comply with all applicable federal, state, and local environmental laws, regulations, rules, standards, Executive Orders ( ), Department of Defense (DoD) and Air Force policy, and legally binding agreements including statutorily mandated or authorized documents such as environmental permits, judicial decrees, and consent or environmental compliance agreements. Changed to read: Risk Management. Enhance mission effectiveness by providing environmental proactive stewardship of natural and cultural resources; eliminate, reduce, and/or manage environmental compliance aspects and associated impacts in order to minimize risks to the mission; consider innovative pollution prevention and waste minimization opportunities for Air Force aspects to the greatest extent practicable; preserve workforce, natural, and manmade resources.

6 And minimize environmental risk to Air Force personnel both on and off the installation. Changed to read: Continual Improvement. Instill a culture that encourages and supports continual improvement of environmental performance to conserve AF natural and cultural assets, ensures that sound environmental management is a fundamental consideration in all Air Force activities, in order to reduce mission impacts from environmental aspects and regulatory burden. To this end, establish objectives and targets to achieve these Air Force priorities.

7 Changed to read: EMS Implementation and Maintenance. Per Executive Order ( ). 13834, Efficient Federal Operations, and DoDI , Environmental Management System, the Air Force will continue to implement and deploy EMSs as an appropriate and effective framework to meet the goals of the ; the Assistant Secretary of the Air Force for Installations, Environment, and Energy (SAF/IE) Environmental, Safety, and Occupational Health (ESOH) priorities of AFPD 32-70; and to achieve the desired performance in environmental management and sustainability.

8 The Air Force will ensure the EMS aligns with the International Organization for Standardization (ISO) 14001 standard, Environmental Management Systems Requirements with guidance for use, and subsequent updates, IAW. federal, Department of Defense (DoD), and AF policy directives and guidance. The Air Force will ensure the EMS sustains and enhances mission capability by: 1. Changed to read: Sustaining natural, cultural, built infrastructures, and human resources that affect the environment, to include ensuring readiness by providing access to adequate natural infrastructure (NI), such as air, land, water, flora, and fauna assets, to support mission accomplishment.

9 Changed to read: Communicating environmental program health by establishing criteria, tracking, and reporting EMS effectiveness and incorporating EMS management reviews into Environment, Safety, and Occupational Health Councils (ESOHCs) activities at all AF levels. Changed to read: Developing and implementing goals that meet or exceed applicable federal, DoD, and AF performance measures.

10 Changed to read: Environmental Management System (EMS) Framework. This Instruction provides HAF, MAJCOMs, FOAs, DRUs, AFIMSC, Primary Subordinate Units (PSUs), AFCEC, Active-Duty, Reserve, ANG, and all other Air Force units with a framework for developing and maintaining an organizational-level ( , multi-site, installation, etc.) EMS. It integrates leadership commitment and direction, environmental aspects and associated impacts analysis, operational risk management, proactive planning strategies, and evaluation of compliance, into the EMS to institute sustainable practices across the AF mission.
