1 HOUSING AUTHORITY OF SAVANNAH Position Description TITLE: Director of Human Resources SUPERVISOR: Executive Director CLOSING DATE: May 25, 2018 SALARY: Commensurate with Experience Position SUMMARY: The employee in this Position is responsible for administering the HOUSING AUTHORITY of SAVANNAH 's human resources program. The employee is responsible for overseeing administration of hiring, retention, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies.

2 Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety and health. The employee in this Position is accountable for the performance of assigned duties and responsibilities. ESSENTIAL JOB FUNCTIONS: 1. Effectively manages the administration and/or coordination of employment, labor relations, compensation, and benefits. Assists and advises all departments in Human Resources matters to maximize employee understanding of AUTHORITY goals and policies.

3 2. Oversees administration and coordination of all employee benefit programs, including group medical insurance, life, dental, accident and disability insurance, and retirement savings. Conducts and/or coordinates employment information presentations/materials and enrollments. 3. Develops and implements the Personnel Policy of the AUTHORITY and recommends revisions to the policy for all staff, and for compliance with EEOC. 4. Develops job descriptions, advertises job openings, reviews and screens applications, schedules interviews, obtains employment references and performs employee orientations.

4 5. Analyzes the ongoing maintenance of employee job descriptions to ensure identification of skills and abilities that are essential, required, and performed on a regular and continuing basis. 6. Consults with supervisors and department directors to determine duties and work with them to gather information for the creation of descriptions for hires in new staff positions. 7. Coordinates employee training and safety programs. 8. Responsible for recruiting AUTHORITY staff. Reviews and acknowledges receipt of applications received for employment to support management in obtaining qualified candidates through evaluation of qualifications and work history.

5 9. Responsible for orientation of new employees. 10. Maintains an up-to-date file on all employees and maintains current filing systems for personnel records, training, safety and disciplinary actions. 11. Responsible for Drug Testing Program. 12. Participates in employee disciplinary meetings, and complaint procedures, keeping an unbiased stance that balances the need of the employees and the employer, and ensures compliance with the Personnel Policy 13. Prepares notices and memoranda concerning various personnel procedures, including employee evaluations and changes in employment status, pay or fringe benefits.

Maintains individual employee files including records of initial employment, changes in employment or pay status, disciplinary actions, performance evaluations, leave records and worker's compensation reports. 15. Provides guidance for overall level of compensation of employees by providing data needed to ensure the AUTHORITY is maintaining pay scales according to current economic conditions and competitive conditions within the labor market. 16. Annually, or as needed, prepares employees reports for the purpose of obtaining quotes from insurers and providers of health benefits.

7 17. Processes all personnel forms relating to employee performance appraisals, transfers, promotions, salary adjustments, demotions, and terminations. 18. Custodian of all employee personnel, legal, workmen's compensation, attendance, grievance, legal, drug, criminal record checks and attendance files. 19. Responsible for Unemployment Compensation and Workmen's Compensation claims. 20. Serves as management's primary liaison with employees concerning personnel matters and assists in union relations. 21. Prepares reports and analyses on a variety of human resources issues, including performance evaluation systems, compensation plans, employee benefit packages and organizational structures.

8 22. Collects data and analyzes patterns of organizational behavior, including turnover rate, absenteeism rate and accident rate. 23. Ensures compliance with federal and state issues, such as non-discriminatory hiring methods, disciplinary actions, terminations, FLSA, EEO, ADAAA, HIPPA, FMLA, etc., and recommends needed and required changes. 24. Responds to regulatory inquiries by preparing, reviewing and submitting written responses to official requestors, collaboration with AUTHORITY attorneys, and responds or testifies at employee hearings or legal proceedings.

9 25. Performs related work as required. REQUIRED KNOWLEDGE AND ABILITIES: 1. Knowledge of the general operations and procedures of a Public HOUSING Agency (PHA). 2. Knowledge of the laws, rules and regulations pertaining to Equal Employment Opportunity, Affirmative Action, American Disabilities Act, OSHA, and Upward Mobility programs, etc. 3. Knowledge of the laws and acts pertaining to personnel activities such as Civil Rights Statutes, Age Discrimination Laws, Fair Labor Standards Act, Occupational Safety and Health Administration, etc.

10 4. Considerable knowledge of the practices, principles and laws of current human resources management in the public sector. 5. Considerable knowledge of health, life, disability, and worker's compensation insurance programs and employee leave provisions. 6. Ability to analyze situations, procedures and data, express ideas clearly and concisely and to prepare accurate and comprehensive reports. 7. Ability to establish and maintain effective working relationships with employees, departmental heads, candidates for employment and the general public.
