5 ICAO member States have agreed to a standard about certifying aerodromes ICAO Annex 14 Volume I has Standards that require: States shall certify aerodromes used for international operations in accordance with the specifications contained in this Annex as well as other relevant ICAO specifications through an appropriate regulatory framework . Additionally, ICAO Annex 14 requires that: A certified Aerodrome shall implement a safety management system acceptable to the State/CAA. 04/12/2016 12. Why to Certify Aerodromes? Certification enables member State to discharge safety responsibilities in Aerodrome regulations and provides evidence of action taken. Without the process of Certification , a strong commitment to quality assurance of safety is difficult to demonstrate: - What evidence is there of compliance with Standards ? - How can procedures be assessed as safe? - What staff competencies are required, and is appropriate training provided?

The ICAO Safety Oversight Audit Programme is a comprehensive systems approach for the conduct of safety oversight audits and includes a comprehensive system's approach review of States conformity with core elements of the safety provisions contained in: Annex 1 Personnel Licensing, Annex 6 Operation of aircraft , Annex 8 Airworthiness of aircraft , Annex 11 Air Traffic Services, Annex 13 aircraft accident and incident investigation , and Annex 14 Aerodromes. 14. 04/12/2016. Article 38 of the Convention on International Civil Aviation Any State which finds it impractical to comply in all respects with any such international standard or procedure shall give immediate notification to ICAO of the differences between its own practice and that established by the international standard.
