Implementation of the New Salary Scales

Background PSCBC Resolution 1 of 2018 - Agreement on the Salary adjustments and improvements In conditions of service in the Public Service for the periods 2018/2019; 2019/2020 and 2020/2021 has reference. The agreement also provides for a 0,2% equalisation notch increment for Education with effect from 1 July 2019 with regard to the pay progression system.

New Salary Notches, Salary scale codes and Salary Key Scale Tables for Education (Annexures A and B) In Annexure A, please find the new Salary notches and Salary levels for Educators with effect from 1 July 2019 as they were provided to PERSAL by Basic Education. On PERSAL they were populated on Salary key scale Tables 291 (Notches) and 292 (Packages). In Annexure B, please find all the new PERSAL scale codes as they were adjusted on Table 40 (Rank) to make provision for the new Tables for each Educator rank with effect from 1 July 2019 as they were provided to PERSAL by Basic Education. 3. Programmatic Translation to new Salary Key Scale Tables 291 and 292 (Annexure C) New Salary notches and Salary levels for Education were loaded with effect from 1 July 2019 on: Table 291 (Key Scale -Education Pay progression Equalisation 1/7/2019) and Table 292 (Key Scale -MMS Education Pay progression Equalisation 1/7/2019) (Annexure A).

3 Basic Education and all Provincial Education Departments will programmatically be translated from the current Salary Key Scale Tables 287 and 288 to a new notch and notch code on the new Salary Key Scale Tables 291 and 292 drawn up by Basic Education with effect from 1 July 2019 (Annexure C). Event code 0085 (Pay progression Equalisation Translation) on Table 306 (Events) will be used at # (Promotion/Translation in Rank/Adjustment) and # (Package Structuring) to translate Educators to the new Salary Key Scale Tables. 4. Programmatic 0,5% Notch Increment (Tables 291 and 292) (Annexure C) All Educators at Provincial Education Departments whom have received a notch increment with regard to the Pay progression system on 1 July 2019, will programmatically receive an additional notch increment (0 ,5%) with event code 0044 (Notch Adjustment) on 1 July 2019 on the new Salary Key Scale Tables 291 and 292 (Annexure C).

Manual Actions for Exceptions and those who must still receive pay progression on 1 July 2019 All Educators will have to be translated from the current Salary Key Scale Tables 287 and 288 to the new notch codes and notches on the new Salary Key Scale Tables 291 and 292 with effect from 1 July 2019 using Tables as per Annexure C. Please use event code 0085 (Pay progression Equalisation Translation) on Table 306 (Events) with eithe r function # (Promotion/Translation in Rank/ Adjustment) or # (Package Structuring). Educators who qualified for pay progression on 1 July 2019 and who have already received 1 % (2 notch increments) on the old Salary Key Scale Tables 287 and 288 on 1 July 2019 can then be given an additional 0,5% (1 notch increment) equalization on the new Salary Key Scale Tables 291 and 292 with event code 0044 (Notch Adjustment) on Table 306 (Events) with either function # (Promotion/Translation in Rank/ Adjustment) or # (Package Structuring) (Annexure A).

5 Educators at Basic Education who will qualify for pay progression on 1 July 2019 but who have not received 1 % (2 notch increments) on the old Salary Key Scale Tables 287 and 288 on 1 July 2019 must be given pay progression on the new Salary Key Scale Tables 291 and 292 with event codes 0061 and 0069 (Pay progression ) on Table 306 (Events) with either function # (Promotion/Translation in Rank/ Adjustment) or # (Package Structuring) as per Pay progression Table (Annexure D). 6. Letters will be printed for all Educators whom received an additional 0,5% notch increment programmatically with regard to the pay progression system to display their revised Salary positions.

6 Exception reports will be distributed to all Education departments of the cases that could not be done programmatically for further manual action by departments. 7.
