2 In advance of a rewrite of AFI 11-202, Volume 3, the Attachment to this Memorandum provides guidance changes that are effective immediately. An asterisk (*) indicates newly revised material. Significant changes to the Foreign Terminal Instrument Procedures process require revision of AFI 11-202v3. Selected paragraphs from AFI 11-202v3 identified in this memorandum have been added, removed or revised. This memorandum becomes void after one year has elapsed from the implementation date or upon publication of an Interim Change (or rewrite) of AFI 11-202v3, whichever is sooner. ROWAYNE A. SCHATZ, JR., SES, DAF Associate Deputy Chief of Staff, Operations Attachment: Guidance changes AFI11-202V3_AFGM2017-01 2 OCTOBER 2017 ATTACHMENT Guidance changes The below changes to AFI 11-202v3, dated 10 August 2016, are effective immediately.

3 *(Replace) Wing commanders, delegable no lower than operations group commanders or equivalent, will initiate and approve Tier 3 waiver requests. *(Replace) All approved waivers will be accomplished using the AF Form 679, Air Force Publication Compliance Item Waiver Request/Approval. (T-1). Once approved, Wings will send an informational copy to MAJCOM Stan/Eval and HQ AFFSA/XOF within 5 duty days. (T-1). *(Replace) Crew rest . Crew rest may be waived by the Wing Commander when an ORM assessment determines that operational requirements justify the increased risk. At the Wing Commander s discretion, waiver authority should normally be delegated to the Squadron Commander.

4 Crew rest is compulsory for aircrew members prior to performing any duties involving aircraft operations and is a minimum of 12 non-duty hours before the Flight Duty Period (FDP) begins. Crew rest is free time and includes time for meals, transportation, and rest . This time must include an opportunity for at least 8 hours of uninterrupted sleep. Crew rest period cannot begin until after the completion of official duties. * (Replace) Once crew rest begins, any official business interrupts the crew rest period. If crew rest is interrupted, individuals will immediately inform appropriate leadership or command and control (C2) and will either begin a new crew rest period or not perform flight duties.

5 Exception: PIC (or designee) may initiate mission-related communication with official agencies without interrupting crew rest . *(Add New) The PIC must be notified prior to reducing crew rest to less than 12 hours. *(Add New) The PIC is the final decision authority to accept reduced crew rest of less than 12 hours. * (Replace) Exceptions to the 12-Hour Minimum Crew rest Periods. For continuous operations when basic aircrew FDPs are between 12 to 14 hours, subsequent crew rest may be reduced to a minimum of 10 hours by the PIC in order to maintain a 24-hour work/ rest schedule. Continuous operations is defined as three or more consecutive FDPs of at least 12 hours duration with minimum crew rest period.

6 * (Replace) The 10-hour crew rest exception shall only be used to keep crews in 24-hour clock cycles, not for scheduling convenience or additional sortie generation. * (Replace) Any reduction from 12-hour crew rest requires pre-coordination for transportation, meals, and quarters so that crewmembers are provided an opportunity for at least 8 hours of uninterrupted sleep. * (Replace) Flight Duty Period (FDP). Squadron Commanders must ensure planned FDP timelines do not exceed those outlined in Table FDP may be waived by the Wing Commander when an ORM assessment determines that operational requirements justify the increased risk.

7 At the Wing Commander s discretion, waiver authority should normally be delegated to the Squadron Commander. *(Add New) The use of commercially-produced paper / electronic Host Nation (HN) Instrument Flight Procedures (IFP) ( Jeppesen , etc.) is authorized provided the HN data used to develop the procedure is validated through a TERPS review by the US military or FAA as safe and accurate. Aircrew will conduct a side-by-side comparison review (N/A for Jeppesen ) between the commercial product and the HN source IFP to ensure accurate reproduction of the HN procedure. (T-2). *(Add New) When using Jeppesen products, the requirement to conduct a comparison review (IAW AFI 11-230) between Jeppesen products and the applicable source information is no longer required.

8 This authority does not remove the requirement for the TERPS Foreign Terminal Instrument Procedures (FTIP) review of the HN source information IAW current DoD policy. *(Add New) Aircrew permitted to fly commercially-produced paper/electronic HN IFPs shall be appropriately trained in their use from a MAJCOM-approved course of instruction. (T-1). At a minimum, this training will include the differences in symbology, language or translation, weather minimums, HN and/or procedure publisher NOTAM retrieval, equipment and airspace requirements. (T-2). *(Add New) The use of HN IFP in Special Accredited FTIP locations is authorized without a TERPS or HN comparison review.

9 FTIPs include instrument approach and departure procedures developed by HNs using ICAO, Military Instrument Procedures Standardization (MIPS) which is NATO criteria, TERPS, or their own procedure development criteria. The list of Special Accredited HNs/Airports must be checked prior to each flight. (T-2). The list is available on the HQ AFFSA SharePoint at: and current/valid FTIP reviews can be found on GDSS2, Giant Report. *(Add New) The use of FTIP reviews conducted by any USAF, USN, or USA TERPS authority is authorized. *(Add New) Single-piloted operations on (SA) CAT I ILS approaches are prohibited. (T-0).
