1 ImprovIng SecurIty through vISIbIlItyProject NewsDear Reader, ImprovIng SecurIty through vISIbIlIty - this is the slogan of the Cassandra project which is funded by the European Commission s Seventh Framework Programme for SecurIty . Now we are pleased to present you the Cassandra PROJECT NEWS to introduce our work on increasing SecurIty and vISIbIlIty in global container transportation and to keep you up to date on our research activities. On the one hand, this brochure introduces the vision of Cassandra and explains the procedure of the project's Living Labs for the trade lanes between Asia and Europe, Europe and the USA as well as North Africa and Europe in more detail.

2 On the other hand the benefits for businesses are focused, which means we would like to inform on tangible benefits for shippers and freight forwarders through the adoption of the Cassandra approach. Furthermore, the business dashboards for visualisation of supply chain data are introduced. Considering that, I would like to recommend the interview with one of our technical solution providers which are creating these dashboards and make Cassandra s concepts alive. Cassandra achieves interoperability of heterogeneous sys-tems by combining state of the art IT innovations. Access rights and SecurIty mechanisms are im-plemented in the Data Pipeline Concept to enab-le secure data sharing. Furthermore, Dashboards for supporting businesses and Customs for risk management and supply chain vISIbIlIty are backing principleThe Piggy backing principle is a significant building block in the Cassandra project.

4 Businesses can share supply chain vISIbIlIty data for risk manage-ment, and the same data can be optimally re-used ( piggy-backed upon) for governmental purposes. Piggy backing can take place on data generated by businesses and used by them to buy, sell, ship and to also assess risk. LIVInG LABSThe Living Lab research approach demonstrates the Cassandra innovations in complex real world settings. There are three global Living Labs: Asia-EU, EU-USA and North Africa-EU. Each Lab holds one or more trade lanes. Rotterdam, Bre-merhaven, Felixstowe, Barcelona and Set bal container ports are involved.

5 The freight forwar-ding companies DHL, Kuehne+Nagel, Seacon and BAP provide the Living Labs with actual container addresses the supply chain visibil-ity needs of both business and government in the international flow of containerized cargo. The main strategic goal is to enhance supply chain vISIbIlIty to improve business operations as well as govern-ment s cross-border SecurIty strategic impact for businesses is an improved supply chain performance and cost efficiency by reducing administrative and planning errors along the chain. For government agencies Cassandra improves efficiency and effectiveness. The project helps customs to assess business processes and procedures and identify secure supply chains.

6 By minimizing the attention given to these secure flows and businesses, government agencies can focus on high-risk flows resulting in a higher hit rate and greater effectiveness of SecurIty related government general, Cassandra facilitates the European and global trade by enhancing corporate social re-sponsibility and by ImprovIng product and societal AppROAcHBusinesses and government agencies are strugg-ling to find efficient and effective means to ensure full supply chain control and SecurIty , minimizing supply chain risk. These challenges have a com-mon solution: supply chain vISIbIlIty by access to existing supply chain data.

7 System-based supervisionIn Cassandra government agencies shift to a Risk-Based Approach by relying on self-regulation of businesses. In this system-based supervision government agencies use an audit methodology to assess compliance to rules and regulations based on the evaluation of the integrity, reliability and in-ternal consistency of the business and IT systems. Risk-based supply chain managementAn important prerequisite for system-based su-pervision is the introduction of a risk-based supply chain management. This means that supply chain management should be based on a transparent and reliable assessment and treatment of risks.

8 The assessment of risks depends to a large extent on the availability of timely, reliable and complete information. Cassandra - ImprovIng SecurIty through VISIBILITY3these trade lanes, together with leading infor-mation solution providers such as GS1 and Descartes. With help and consent of the for-warders and their business partners on these trade lanes, the information sources are locat-ed, while the IT providers look for capabilities to collect and combine information in a safe and secure way and to thereby enhance sup-ply chain vISIbIlIty . Supported by TNO and TU Delft, existing business IT solutions are linked with new integration and dashboard function-alities, thus creating the Cassandra Data Pipeline that holds accurate trade lane infor-mation gathered from fragmented sources such as documents and systems.

9 By doing this, the pipeline can offer added value to any business participating in this project by open-ing up additional reliable data sources with the prospect of enhancing the quality of the data implementation of the Cassandra con-cepts in the Living Lab Asia-Europe has al-ready started in 2011 with the identification of the different trade lanes. Based on the current way of working in these lanes and the existing IT infrastructure, pipeline configurations have been developed. The first integrated solutions are expected to be running in August 2013. From there on the solutions will be extended with additional information sources, innova-tions and parties.

10 Customs innovations are also explored in the Living Lab Asia-Europe. For example, by using the Data Pipeline in-formation to generate different declarations, like export, import and SecurIty (ENS) decla-rations, compliance is supported. Evaluation sessions with all participants are organized One of the most comprehensive innovation of Cassandra is the Living Lab idea, where the three global trade lanes Asia-Europe, Eu-rope-USA and North Africa-Europe are exam-ined. A Living Lab research describes a novel approach that shifts the development of a new product from the laboratory into the real world.
