2 And InternationalMaritime Organisation (IMO) Resolution (21), as amended (28), require all persons to be trained, instructed or certificatedfor their assigned shipboard tasks and for the ship on which they BULLETIN outlines the training, instruction and certificationrequirements for persons serving on Bahamian registered BULLETIN should be read in conjunction with Bahamas MaritimeAuthority (BMA) INFORMATION BULLETIN Nos. 81, 86, 103, 104, 105, 106,107, 108, 115, 118, 121, 124, 129 and any other BMA InformationBulletins relating to training and certification of BULLETIN applies to:(i)All Bahamian vessels with the exception of fishing vessels and non-commercial yachts;(ii)All persons serving or intending to serve on Bahamian ships whichtraining or instruction and certification is required in accordance withSTCW.

3 (iii)Companies employing, recruiting or selecting the seafarers notedabove for service on board Bahamian Maritime AuthorityB130 , INSTRUCTION AND CERTIFICATION FORPERSONS ON BOARD BAHAMIAN SHIPSPage 2 of 20 7562 the purpose of this BULLETIN , the following definitions apply:(i)Companyis the entity that has accepted responsibility for theeffective manning of, and the assignment of seafarers for service onboard, Bahamian ships in accordance with the provisions of STCWR egulation I/14. Where this entity is not the ISM Manager, theRegistered Owner shall report the full name and details of suchentity to the BMA s Seafarers and Manning , as well as any changes of the entity, shall be madeeither by completing the Manning Section of BMA form R104 orsubmitting a signed Letter of Declaration to this effect (the lettershall be on the headed paper of Registered Owner).

4 (ii)Approved training or instructionmeans training or instruction thatsatisfies the requirements specified in appropriate STCW Regulationor STCW Code and has been approved by either The Bahamas or aSTCW party as contained in IMO Circular A list ofCompanies approved by the BMA to undertake training is containedon the BMA website ( ). holding STCW documentary evidence of training should consultwith the Administration that issued, or authorised the issuance of, thedocument to ascertain if there are any specific national requirements tomaintain the validity of the table in Appendix 1 lists the certification and training requirements forseafarers, taking into consideration the guidelines in STCW Code Table B-I/2 of the 2010 persons, other than passengers, who are employed or engaged onboard a ship.

5 Shall receive familiarisation training or INFORMATION andinstructions in personal survival techniques satisfying the requirements ofSTCW Code A- Maritime AuthorityB130 , INSTRUCTION AND CERTIFICATION FORPERSONS ON BOARD BAHAMIAN SHIPSPage 3 of 20 7562 persons who are employed or engaged on board AND who have beenassigned safety or pollution prevention duties shall receive basic trainingor instructions satisfying the requirements of STCW Code A- ( survival techniques STCW Code Table A-VI/1-1; fire preventionand fire fighting STCW Code Table A-VI/1-2; elementary first aid STCWCode Table A-VI/1-3; and personal safety and social responsibility STCWCode Table A-VI/1-2).

6 The training or instruction shall be appropriate tothe assigned duties, taking into consideration that on ships carryingpassengers or supernumeraries the seafarer may be required to provideassistance or guidance to these there is a requirement for approved training for STCW Chapter Vand VI, the training may be approved and/or accepted by the BMA inaccordance with the guidance outlined inBMA INFORMATION BULLETIN Training for ratings to satisfy the requirements of Chapter II and IIIof the 2010 amendments shall be approved by an STCW Certificates of Competency issued in accordance with STCWR egulations II/1, II/2, II/3, III/1, III/2, III/3, III/6 and VII/2 include theproficiency requirements in basic training , survival craft and rescueboats other than fast rescue boats , advanced firefighting , medicalfirst aid and medical care.

7 Accordingly, holders of such Certificatesof Competency are not required to carry Certificates of Proficiency inrespect of those competencies, as noted in STCW Chapter the certificate requires a Bahamas Flag State Endorsement, anapplication should be submitted to the BMA in accordance withBMAI nformation BULLETIN Nos. of the Company and the purpose of these requirements, the master is deemed the personwith the responsibility as defined in Section 5 of the ISM Code. Wherethe ISM Code is not applicable, the Master is the person in command ofthe accordance with STCW Regulation I/14 the Company is responsible forensuring that the ship is manned in compliance with the Minimum SafeManning Document by properly trained, qualified, certificated andmedically fit Maritime AuthorityB130 , INSTRUCTION AND CERTIFICATION FORPERSONS ON BOARD BAHAMIAN SHIPSPage 4 of 20 7562 Company must verify the validity and authenticity of all seafarers seaservice, certificates and documents.

8 This responsibility remains with theCompany, irrespective of the use of recruitment and placement(manning/crewing) agents to arrange the placement of seafarers onboard Company must verify that seafarers assigned to the vessel have therequired valid certification, including applicable flag state endorsements,and are suitably trained to undertake their intended duties, including theoperation of shipboard Company and the master shall ensure that all persons, prior toundertaking their assigned shipboard duties, have valid medical fitnesscertificates and valid original certificates, or documentary evidence of therequired training to undertake their assigned Company and the master shall ensure that all persons.

9 On joining aship or unit, are immediately given appropriate familiarisation trainingwith respect to emergency, safety and, if applicable, security, in additionto their respective duties and Company and the master shall ensure that records are maintain of alltraining conducted onboard. The BMA will accept the training recordsbeing maintained of the seafarer shall ensure that they have on board the appropriate originaldocumentary evidence of their training and qualification, dependent onthe type of ship and/or their assigned seafarers shall ensure that they have a valid medical fitness Maritime AuthorityB130 , INSTRUCTION AND CERTIFICATION FORPERSONS ON BOARD BAHAMIAN SHIPSPage 5 of 20 7562 13006 Record of Sea required and where verification of competency is based onexperience and/or training, the seafarer should maintain a record of seaservice that includes: Name of person.
