2 WHEREAS,theIATF issuedtheOmnibusGuidelinesontheImplement ationofCommunityQuarantineinthePhilippin es(IATFO mnibusGuidelines),asamended,toharmonizea ndcodifyexistingguidelinesoftheIATF andmember-agenciespertainingtocommunityq uarantine,whichshallbeappliedtoallregion s,provinces,cities,municipalities,and barangays placed under community quarantine;WHEREAS, ( )issuedon03 September2021,providedfor,amongothers,th eshiftinthepolicyofclassifyingProvinces, HighlyUrbanizedCities(HUCs),andIndepende ntComponentCities(ICCs) ,whichfocusesontheimpositionofgranularlo ckdownmeasures,communityquarantineshallb ereducedtoeitherECQorGeneralCommunityQua rantine(GCQ)withthelatterhavinganalert-l evelsystem(AlertLevel1to4) (NCR)startingfrom16 September2021, or the date of implementation , whichever comes ,THEREFORE,BEITRESOLVED,asitherebyRESOLV ED,thatinconsiderationofthepremisessetfo rthherein,theIATF issuestheseGuidelinestoenjoinandproactiv elyadvocatetheprinciplesof3C s(Closed,Crowded,andCloseContact)

3 StrategyagainstCOVID-19tocurbthefurthers preadofinfectionwhichshallbeappliedinthe NCRbeginning 16 September 2021:1 For purposes of these guidelines , the following shall be defined as ;aimedtomanageandminimizetheriskofthedis easethroughSystemIndicators,TriggersandT hresholdsdeterminedbytheIATFSub-Technica lWorkingGrouponDataAnalyticstospecifythe publichealthandsocialmeasurestobetakenin relationtotheCOVID-19response,asmaybeupd atedbasedonnewscientificknowledge,inform ationabouttheeffectivenessofcontrolmeasu resinthecountry and overseas, and its ,totalbedutilizationrate,andintensivecar eunitutilizationrateis ,healthcareutilizationislow,orcasecounts arelowbutincreasing,orcasecountsarelowan ddecreasingbuttotalbedutilizationrate and intensive care unit utilization rate is ,withtotalbedutilizationrateandintensive careunitutilizationrate at increasing.

4 Withtotalbedutilizationrateandintensivec areunitutilizationrate at high , "criticalzones"bythelocalgovernmentunit( LGU)whichmaybedeclaredregardless of Alert (MPHS)-referstothenational,local,andsect or-specificguidelinesonmitigationmeasure sforitsCOVID-19responseacrossallsettings byimplementingnon-pharmaceuticalinterven tions(NPIs),consistentwiththeDepartmento fHealth(DOH) ,medications,orotherpharmaceuticalinterv entions,thatindividualsandcommunitiescan carryoutinordertoreducetransmissionrates ,contactrates,andthe duration of infectiousness of individuals in the LEVEL SYSTEM FOR COVID-19 RESPONSESECTION [1] GENERAL ,classificationofthepilotareashallbedone weekly,unlessotherwise ,regardlessofthevaccinationstatusandposs essionofanegativeCOVID-19testresult,ofpr obableandconfirmedCOVID-19casesshallunde rgofourteen(14)-dayquarantineinaccordanc ewiththeisolationandquarantineprotocols set by the (RIATF)

5 SuchdataasdeterminedbyNationalGovernment Agenciesbasedonthetemplateprovidedforbyt heIATFSub-Technical Working Group on Data for the Safe Reopening of [2] Quarantine in the Philippines, as [3] Alert Level 4 shall observe the following :(i)personsbeloweighteen(18)yearsold,(ii )thosewhoareoversixty-fiveyears(65)ofage ,(iii)thosewithimmunodeficiencies,comorb idities,orotherhealthrisks,and(iv)pregna ntwomen;provided,thattheyshallbealloweda ccesstoobtain essential goods and services, or for work in permitted industries and regulations of the LGU of , ,purok,subdivision, ,thattheminimumpublichealthstandardsandp recautionssuchasthewearingoffacemasks, ,orbeundertakeninareasclassifiedunder Alert level 4 ,libraries,archives,museums,galleries, and cultural shows and exhibits; venues for meetings, incentives, conferences, events (MICE); ,andvenueswithliveperformers such as karaoke bars, bars, clubs, concert halls, and theaters; ,funfairs/peryas,kidamusementindustriess uchasplaygrounds,playroom,andkiddierides ; ,billiardhalls,amusement arcades, bowling alleys, and similar venues.

6 ,examinations,andothereducation-relateda ctivitiesatalllevels,exceptthoseprevious lyapprovedby the IATF and/or of the Office of the President; ,horseracing,cockfightingandoperationofc ockpits,lotteryandbettingshops,andotherg amingestablishmentsexceptasmaybeauthoriz ed by the IATF or the Office of the President; ,weddingreceptions,engagementparties,wed dinganniversaries,debutandbirthdaypartie s,familyreunions,andbridalorbabyshowers, parades,processions,motorcades,andgather ingsatresidenceswithanypersonoutside of one's immediate household; ,fitnessstudios,gyms,spasorotherindoorle isure centers or facilities, and swimming pools; ,exceptthoseconductedunderabubble-typese tupasprovidedforunderrelevantguidelinesa doptedbytheIATF,andapproved by the LGU where such games shall be held; ,whichincludemedicalaestheticclinics,cos meticordermaclinics,make-upsalons,reflex ology,aesthetics,wellness,andholisticcen ters,andothersimilarestablishments;acupu nctureandelectrocauteryestablishments, ,bodypiercings,tattooing, activities are likewise not permitted.
