Other requests shall be referred to the Coast Guard, SUMMARYThis INTEGRATED LOGISTICS SUPPORT Plan (ILSP) serves as the master LOGISTICS planningdocument that describes necessary logistic activities, assigns responsibility for thoseactivities, and establishes a schedule for completion. It is one of the initial planningdocuments required IAW COMDTINST , and is a living document which willbe updated as the system progresses from acquisition through Ports and Waterways Safety System (PAWSS) project is a Vessel Traffic Services(VTS) system that engages local port stakeholder involvement and encouragespartnerships and alternative funding.

2 The system is a navigation safety relatedinformation system that consists of sensors, communications, personnel and decisionsupport equipment that permits the Coast Guard to disseminate information to assistthe system will be based on an existing off-the-shelf VTS system. The SystemIntegration Contractor (SIC) will integrate, install, test, and maintain this off-the-shelfsystem. 3 INTRODUCTIONA. GENERAL. The United States Coast Guard (USCG) Ports and WaterwaysSafety System (PAWSS) Project will provide a navigation safety relatedinformation system that facilitates the safe and efficient transit of vessel trafficthus preventing collisions, rammings, groundings and associatedenvironmental damage. It is a Level 1 Major Acquisition Project. The PAWSS project VTS will be based on an existing off-the-shelf VTS system. Attentionwill be focused on flexibility and adaptability with the ability to increasecapacity and permit the addition of new functions. This INTEGRATED LogisticsSupport Plan (ILSP) is the basic planning document for all LOGISTICS SUPPORT forthe PAWSS project. Its objective is to describe the necessary logistic supportactivities and assign responsibility for completing those Integration Process. The System Integration Contractor (SIC) will beresponsible to plan, modify their off-the-shelf Vessel Traffic Service(VTS) system (if necessary), integrate, install, test, and maintain thesystem.

4 This effort will be accomplished using a two phased Phase 1. the SIC will receive two Task orders: one to install a testsystem at Gretna Light in New Orleans, LA (NOLA) for use in evaluatingDigital Selective Calling/Automatic Identification System (DSC/AIS) as aprimary sensor in VTS systems, and a second to design the VesselTraffic Center (VTC). In Phase 2, future Task Orders will be issued forsystem modification if necessary, and installation in new or non-PAWSSVTS ports, installation of enhancements in ports with previously installedPAWSS Project VTS capability, establishment and operation of a supportfacility, documentation, training, and maintenance of the system. Thefirst Task order in Phase 2 will be to install a VTC in Maintenance Philosophy. The PAWSS project is an off-the-shelf VTSsystem. The state of the market for VTS systems throughout the world, asverified by extensive market research, is for the system vendor to providesupport for the system. As a result, we have identified the SIC as themost effective choice to provide maintenance.

5 It is possible to transfermaintenance to a third party such as the local port authority or thegovernment at some time in the future. The SIC will provide SUPPORT forthe first year after system acceptance, with options to provide SUPPORT forfollow on BACKGROUND. Background information is contained in the PAWSSA cquisition Plan, Project Management Plan (PMP), System Specification, andStatement of Mission Employment. The Mission Needs Statement (MNS) requiressystems to safeguard the nation's ports, waterways, port facilities,2vessels, persons, and property in the vicinity of the port, from accidentalor intentional destruction, damage, loss, or Operational Environment. PAWSS will provide a shore based navigationsafety related information system. The system includes electronicequipment in office spaces requiring environmental control, as well assensors and communications networks at remote sites. Remote sites willbe located in a harsh, variable weather environment. 3. Service Life.

6 The system life cycle is fifteen years following the first port(NOLA) acceptance. C. LOGISTICS SUPPORT Objectives. This ILSP outlines the requirement to SUPPORT the PAWSS project VTS System LOGISTICS Components. The SIC or a third party will provide alllogistics and SUPPORT as part of the contract in accordance with thesystem specification. Detailed requirements are contained in theStatement of Work (SOW).3. SUPPORT Requirements. The facilities and SUPPORT organizations expectedto be used by the project are listed in Chapter 2, Section C, and in thePAWSS Project Management LOGISTICS SUPPORT Improvements. The VTS Upgrade and VTS 2000 Projects offer lessons learned ( existing COTS VTS systems do exist;ability to leverage software SUPPORT among other VTS customers).Specific benefits and features of the PAWSS Project LOGISTICS supportprogram are detailed in the LOGISTICS element area discussions inChapters 3 and Partnership Arrangements in Future Ports. In future ports partnershiparrangements may involve shifting SUPPORT from the Coast Guard to thelocal port authorities.

7 The port authorities will have the option ofcontinuing maintenance through the SIC or third Logistic SUPPORT Transition. The SIC will provide various elements oflogistics SUPPORT through several task orders. The task order to installthe VTS system in the VTC will include tasking for training SUPPORT andtechnical data. A task order will be issued after acceptance of the VTCsystem for maintenance, supply and computer resources SUPPORT . Thefirst year after acceptance will be AC&I funded and managed by the PM(G-AVT). The SIC contract allows annual maintenance options3throughout the 7 year life of the SIC contract. The decision on thecontract management option (HQ unit, MLC, District, VTS, or partner)after the first year as well as the contractor (SIC, third party or CG) is tiedto the number of ports to receive a new VTS system. As a result, thisdecision cannot be made until KDP IV when the number of ports LOGISTICS SUPPORT ANALYSIS (LSA).1. LSA Concepts and Objectives.

8 The system integration will be an off-the-shelf VTS design. The SIC will provide LSA SUPPORT for the first , the Coast Guard may purchase SUPPORT services from theSIC, a third party, or SUPPORT the system LSA Strategy. The SIC will develop an LSA Strategy for Coast Guardapproval that ensures system availability goals are met. The strategy willinclude a LSA Plan that provides details on LSA tasks, tracking,reporting and 2. PROJECT MANAGEMENTA. INTEGRATED LOGISTICS SUPPORT (ILS) MANAGER. The ILS Manager forthe PAWSS Project, is initially located at Coast Guard Headquarters (G-AVT).Primary functions of the ILS Manager are to coordinate LOGISTICS supportfunctions for the PAWSS project. This is accomplished through participation inlogistics planning meetings of the ILS Management Team (ILSMT), thepreparation of LOGISTICS Plans such as the ILS Plan (ILSP), and the day to dayfunctioning as the LOGISTICS point for the Project. In future ports the function ofthe ILS Manager will be dependent on partnership arrangements incoordination with the Specific Duties of the PAWSS ILS Serves as the focal point for LOGISTICS SUPPORT , element integration,and overall supportability Develops, coordinates, maintains, and updates the Coordinates, schedules, and chairs the INTEGRATED LOGISTICS SupportManagement Team (ILSMT) Coordinates LOGISTICS SUPPORT resource requirements and identifiesdeficiencies in logistic SUPPORT for the Project Maintains the schedule of events/milestones and coordinate logisticsconcerns with other project Ensures ILS is considered in contractual and technical projectconcerns.

9 This includes providing LOGISTICS SUPPORT requirementsand input to the Statement of Work (SOW), Contract DataRequirements List (CDRL) items, contract attachments, etc. TheILS Manager is a proactive member of the team responsible forestablishing, developing, reviewing, and evaluating contractorrequirements and Reviews project documentation and develops LOGISTICS input. The ILSM anager will review and ensure that LOGISTICS concerns areaddressed identified in applicable project documentation ( ,Operational Requirements Document (ORD), Acquisition Plan (AP),Project Management Plan (PMP), Test and Evaluation Master Plan(TEMP), Transition Plan, Project Termination Plan (PTP), etc.).5h. Attends project reviews as part of the project management team toensure that LOGISTICS SUPPORT is INTEGRATED in technical processesand program Establishes initial operational SUPPORT , facilitates continued operationalsupport, and post production SUPPORT (PPS) requirements with the Acquisition Project Manager, Facility Manager, SUPPORT Manager and receiving unit managers, the ILS Managerestablishes and ensures that operational LOGISTICS SUPPORT isplanned from acquisition to system INTEGRATED LOGISTICS SUPPORT MANAGEMENT TEAM (ILSMT).

10 TheILSMT serves as a source of expertise to manage ILS throughout the system lifecycle. The ILSMT will meet as frequently as the needs dictate. One of theILSMT's primary functions is providing input to the ILSP. The ILSP will bereviewed for accuracy and completeness by the ILSMT and applicable supportmanagers. ILSMT membership is stated in enclosure 3. Other responsibilitiesand functions of the ILSMT include:1. planning , scheduling and implementing ILS Coordinating the efforts of ILS element managers and other personnelassigned ILS-related tasks to ensure that adequate interfaces Scheduling and monitoring all major logistic events and actionmilestones to achieve timely and complete logistic SUPPORT and directingthe correction of problems to maintain Documenting the actions and decision of the ILSMT in official minutesfor distribution to Monitoring contractor and Coast Guard ILS schedules andperformance; and establishing methods of operation between Contractorand Coast Guard INTEGRATED LOGISTICS SUPPORT MANAGEMENT ILS Manager.
