3 The INTERNATIONAL Atomic Energy Agency (IAEA) is kindly hosting the meeting at their headquarters in the Vienna INTERNATIONAL Centre, Vienna, Austria. It is being held immediately after the 41st meeting of the IAEA Radiation Safety Standards Committee (RASSC), which some of you will be attending. The primary purpose is to explore, at a strategic level and in a multilateral forum, areas for constructive collaboration. Exchange of information about the work of our organisations is also very important, and will occur during this meeting, but there are many other opportunities for this. Focus of the Meeting Following our work on the ethical foundation of the System of RADIOLOGICAL Protection, ICRP is embarking on a reflection on the ethical and social values embodied in the concepts of tolerability (which underlies the setting of individual dose restrictions including limits, constraints, and reference levels) and reasonableness (which lies at the heart of the implementation of the optimisation of protection principle).

4 Related to this, the upcoming meeting will concentrate on discussing the following two questions. The intention is to focus on the concepts, rather than numerical values. 1. How does your organisation view the role of optimisation of protection / reasonableness, and individual dose restrictions / tolerability, in the implementation of RADIOLOGICAL protection or other fields related to protection of people and/or the environment? 2. Beyond this forum, how can ICRP most effectively engage the RADIOLOGICAL protection community and other interested stakeholders in the reflection on these concepts? Advance Written Submission Each organisation is encouraged to prepare a short report (around 2 pages) presenting recent and upcoming activities of their organisation relevant to the mandate of ICRP, updates on or proposals for collaborative efforts, and/or initial thoughts on the topical focus of the meeting.

5 We ask that this be sent to no later than 20 November 2016 to that they can be circulated to participants in advance of the meeting. In past years, written reports have been received from all organisations; we hope this trend will continue. It has helped facilitate discussions during the meeting, and it has also been useful for these reports to be included in the record of the meeting. The summaries of the previous two meetings are attached. In some ways, the summary of the 2014 meeting, hosted in London by the WNA, is more relevant as the structure of the upcoming meeting will be very similar. For the 2015 meeting, held in conjunction with ICRP 2015, our 3rd INTERNATIONAL Symposium on the System of RADIOLOGICAL Protection, in Seoul, Korea, time was much more limited, and therefore the structure of the meeting was quite different.

6 Logistics If you have not done so already, please let Lynn Lemaire know who will represent your organisation at the ICRP meeting on 24 November 2016. Due to space constraints, we ask that each organisation send only one representative. - 3 (3) - For access to the Vienna INTERNATIONAL Centre, the IAEA requires the nationality, passport number, and date of birth of all meeting participants. Please provide this information to Lynn no later than 10 November 2016. It is advisable to arrive at Gate 1 of the Vienna INTERNATIONAL Centre at least 30 minutes in advance in order to clear security and collect your pass. You will need to present your passport to gain access, so please bring it with you.
