Waynoka Property Owners Association Board of Trustees Meeting Saturday, March 9, 2013 . President Jim Meyer called the meeting to order at 10:00 The invocation was then given by Reverend Sam Talley of the Lake Waynoka Community Chapel and followed by the Pledge of Allegiance. Roll Call: Present: Bullock, Holt, Kirk, McDulin, Meyer, Robinson, Taylor and Mgr.

4 Cahall Absent: Blackburn (ex.). Minutes: The motion to approve the minutes of the February public meeting as published in the March Waynoka Newsletter was made by Robinson, seconded by Taylor and passed unanimously. Treasurer's Report (Eric Kirk): Kirk reminded the property owners that copies of the February WPOA financial statement are available up front. He noted the monthly financial report format has been simplified. There is a balance sheet showing all accounts ( ), a capital funds report (p. 2), reviews of both the WPOA investment portfolio (p. 3) and the WPOA loans (p. 4), comparisons of income by department between the current year and last year using both actual figures and percentages (p.)

Cahall if they have questions about the financial statement. Manager's Report (Paul Cahall): Aerial photos of homes taken by Artists in the Sky when contracted to take photos of WPOA and WRWSD. facilities will be displayed as thumbprints on the website and available for purchase. Information about the costs and the image formats available can be obtained at the Office. The painting of the interior of the Lodge has been completed.

6 Several of the Shawnee Squaws have done the painting of the trim work, the doors and wall panels throughout the Lodge. Pres. Meyer commented that the gals have done a super super job! The renovation of the men's bathroom should be completed in the next week or so if all needed materials come in'. Meyer thanked everyone involved for getting the place looking good'. Cahall acknowledged that the maintenance staff did a wonderful job taking care of roads' during the most recent snow event. Cahall then announced that a full time officer, Tim Goins, a graduate of UC majoring in criminal justice, has been hired and begins work on Tuesday, March 12th.

7 Goins has worked for the Batavia Police Dept. the past two years. Lake Waynoka now has a sworn officer on duty seven days a week. Because of the cost and the more urgent need to deal with the problems where Straight Creek enters the east end of the Lake it has been decided that no repaving will be done in 2013 . The road work that will be done will involve assessing all culverts and repairing those in need. This work and other upgrades where needed will be done prior to paving in 2014. McDulin shared that the driveway to the recycling area may need additional gravel. Yesterday afternoon while repairing leaks in the Recreation Center roof other problematic issues were discovered by the contractors.

8 Mgr. Cahall will be able to share additional details with the Board once he is given all of the information. Security Chief's Report (Gordon Ellis): The Brown Co. dog warden will be in the parking lot at the Admin. Bldg on Saturday, March 30th from 10 to 6 He will be there to assist property owners in purchasing dog tags at the non-penalty cost of $12 per dog. The deadline for purchasing dog tags without penalty was February 2nd. The dog that recently generated a number of complaints in the area of Navaho Dr. was taken away by the dog warden yesterday. There were five reports of criminal activity in the month of February with one resulting in a misdemeanor charge.

9 Another is still under investigation. The Chief reminded the property owners that to obtain a 2013 boat sticker one of three documents (the boat's (CONTINUED ON PAGE 4). Other Reports: Long Range (Ron Gloss): The condo committee is still in the process of preparing a questionnaire for property owners as a starting point to determine the direction this project should take. The new revenue committee will be presenting a proposal about offering a home security system to property owners at the next WPOA workshop.

10 Once it is determined what is involved in developing the land for a driving range and the cost of doing so the committee will be ready to go to the WPOA with a proposal. A new sub-commit- tee to investigate the possible operation of a garbage collection department at the Lake was created this morning. Gloss then announced that he was stepping down' as chairman of the Long Range Planning Committee. Steve Sears has volunteered to chair this Committee. Lake Advisory (Vern Taylor): During the Committee's meeting last Tuesday (which was also attended by Cahall and Meyer) several issues were discussed. A presentation on dredging options was given by a contractor with expertise in such work.
