2 However, this approval came with fresh challenges. As your Society has succeed in overcoming many challenges in past, we are confident of overcoming this challenge also, with support and faith of all members. Looking back at glance, with the inception of our Society on the basis of a proposal initiated by DDA on 7th Feb 2007 for MPD-2021 with a concept of Public/Private/Partnership Model and registered Welfare Society can work as Developer Entity (DE) for building houses, and in continuation on 25th Jun 2010, Central Govt. has approved Zonal Development Plan for L Zone It was very advance stage to getting notification by Govt of India, when our Society came in picture as registered Welfare Society on 29th May 2013.

3 The same draft proposal got notification on 5th Sep 2013 by Govt. of India as a new Land Pooling Policy, after which we had commenced the procurement of land. The Society was working on the basis of Gazette Notification Part-II, Sec-III, Sub Sec-II clause to which specify Floor Area Ratio (FAR) as 400 on net residential land, to be a 55% of Gross residential developed land. Accordingly the required land procured by Society as per the participation of ,members as per the following details Size Phase-1 Phase-2 Phase-3 Total Built Up Area 1 BHK (400 Sq Ft) 92 120 22 234 93600 2 BHK (1100 Sq Ft) 621 178 47 846 930600 3 BHK (1400 Sq Ft) 1144 269 82 1495 2093000 4 BHK (1700 Sq Ft) 650 184 44 878 1492600 Total 2507 751 195 3453 4609800 However while approving the activation of MPD 2021 of LPP on 7th Sep 2018, the UDM has reduced the FAR from 400 in earlier approved policy to 200 owing to scarcity of water and other resources as per DDA.

4 Though it will enhance the quality of township but at the same time Society has to address the challenges of increasing land demand for fulfilling our requirements which would be doubled now. Land owners who have more than two hectares of land can participate under the policy. Once 70% contiguous land of the developable area within a sector, free of encumbrances, is assembled, it shall be eligible for development under the policy where any individual, developer entity or consortium, with minimum two hectares of land, can take up the development.

6 It is pertinent to mention as a new opportunity that IOCLOWS is being the largest Developer Entity of L Zone, may be leading chapter of consortium in course of acquiring the land, either for the need of Society or the developing zone of the sector. Doing away with the traditional model of land development, which often gets mired in litigation due to complaints of paltry compensation, the new policy allows pooling of land by developers who can retain 60% of the developed land for residential and commercial use, apart from providing public facilities. DDA will take a backseat and only play the role of a facilitator. 7 011-4906 4090 Regd Office: 1002, Block-F-2A, DDA, HIG Flats, Golf Link Residency,Sector-18B, Dwarka, New Delhi-110075 Page 3 of 3 However, the policy might have been notified but DDA is yet to prepare zonal plans for areas that will be developed under the policy or the mechanism through which land aggregators or developers can apply under the policy. There are several things that need to be done, such as working out the regulations with the participation of the consortium/DE . The prevailing situation has landed for our Society with the following three options: A. Reduce the size of flat to half, which will keep the requirement of land by the Society unchanged. B. Maintain the same size of flat by procuring additional land.

8 This may result into the requirement of additional Rs 1000 per Sqft. to be paid by members of all phases. C. Refund the money back to the members paid by them. This would be possible either by disposing off the land or refunding back from the money collected from the members who wish to continue by making payment of additional land cost Preference A - shall make the flat too cramp. Preference A Shall make flat size too cramp. Preference B In case almost all members would opt for Preference B, the similar amount of land would be required to be procured again, which would make the task a bit difficult. Preference C In case almost all members would opt for Preference C, we would need to dispose off all the land, which too is a difficult task.

9 In case of blend of request from members for Preference B and C, the money being paid by members opting for Preference B could be refunded to members opting for Preference C, and differential quantity of land could be procured / sold, which could be managed comfortably. The Preferences have been activated in the login area and the choice of members shall facilitate the Society in taking decision as per wish of the members. All members are sincerely requested to indicate their preference in the login area within 15 days of the communication. Final decision would be taken by Society based on the feedback of members.
