3 Amendment No. 2 to is 1180 ( part 1): 2014 has been published. It has been decided to implement the amendment with immediate effect. 2. Consequent upon the issuance of the amendment, existing STI has been revised as Doc: sti 1180 ( part 1)/5, March following are the major changes in the revised STI: i) Cl. (b) of Table 1: Reference to IS 16585 for Amorphous core material included. 3. All BOs shall inform the Licensees/Applicants under their jurisdiction about implementation of the above amendment. 4. BO may issue endorsement for the revised STI after receipt of STI Acceptance from the Licensee. If the Licensee fails to submit STI Acceptance it shall be dealt with as per OMPC.

B (CMD-III) Head (CMD-III) DDG (Certification) Doc: sti 1180 ( part 1)/5, March 2017 SCHEME OF TESTING AND INSPECTION FOR OUTDOOR/INDOOR TYPE OIL IMMERSED DISTRIBUTION TRANSFORMERS UP TO AND INCLUDING 2500 KVA, 33kV AS PER is 1180 ( part 1): 2014 1 LABORATORY: A laboratory shall be maintained which shall be suitably equipped and staffed, where different tests given in the Specification shall be carried out in accordance with the methods given in the Indian Standard. Environmental conditions wherever applicable shall be maintained. 2 TEST RECORDS: All records of tests as per this Scheme of Testing and Inspection shall be kept in suitable forms.

5 Copies of any records may be required by BIS shall be made available at any time on request. 3 QUALITY CONTROL: It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [see IS 397(various parts)]. In addition, efforts should be made to gradually introduce Quality Management System in accordance with IS/ISO 9001. 4 CALIBRATION: Calibration of testing instruments/equipments shall be carried out periodically from NABL accredited calibration laboratories wherever they are available in the same city. In case where such laboratories are not available, traceability to NPL to be ensured.

6 All records of such calibrations to be kept. 5 STANDARD MARK: The standard mark as given in column 1 of the First Schedule of the licence shall be applied clearly and indelibly by stencilling/screen or ink jet printing/embossing/etching/engraving on the rating plate, provided always that the Distribution Transformers to which the Standard Mark is applied conform to every requirement of the Specification. 6 MARKING: RATING PLATE: The rating plate shall be according to Clause of is 1180 (Part 1): 2014 and shall be fitted in a visible position TERMINAL MARKING PLATE: Each transformer shall be provided with a terminal marking plate as per Clause of is 1180 ( part 1): 2014 .

7 In addition, the BIS Certification Mark Licence No. (CM/L XXXXXXXXXX) and reference to BIS website For details of BIS Certification Marks Scheme refer shall be clearly and indelibly marked on the rating plate. Doc: sti 1180 ( part 1)/5, March 2017 7 LEVELS OF CONTROL: The tests, as indicated in Table 1 and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this Scheme and appropriate records maintained in accordance with clause 2 above and charts may be maintained as per clause 3 above. The criteria of acceptance/rejection of production will be as given below: Each transformer when tested shall pass the routine tests.

8 If a transformer fails in any one or more of the requirements it shall be unfit for the purpose of marking. The transformer rejected in may however, be suitably repaired and the defects rectified. Such repaired transformers when tested again shall conform to all the routine tests. In respect of all other clauses of the Specification and at all stages of manufacture, the factory shall maintain appropriate control and checks to ensure that the product conforms to various requirements of the Specification . All the production which conforms to the Speci ficati on and covered by this Licence shall be marked with the Standard Mark. 8 REJECTIONS: A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the Specification and the method of disposal.

9 Such products shall in no case be stored together with that conforming to the Specification. 9 SAMPLES: The licensee shall supply free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification ) Regulations,1988, as amended from time to time, from the factory or godown. BIS may draw samples from the open market, if available. During surveillance inspections also licensee shall supply sample to inspecting officer(s) of BIS free of cost for sending the same for routine tests to BIS/BIS recognised Laboratory for Independent testing. After testing is over and decision is taken in BIS based on test results, remnants of the samples may be collected from the test laboratory against an authorization from BIS.

10 10 REPLACEMENT: Whenever a complaint is received soon after the product with Standard Mark have been purchased and used, and if there is adequate evidence that the product has not been misused, defective product shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. In the event of any damages caused by the product bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non-conforming product shall be of the licensee and BIS shall not in any way be responsible in such cases.
