1 Job Description & Specifications Position Description (PD) finance Assistance December 2017 1 Title: finance assistant Reports to: finance manager Supervision of: None Location: Tetra Tech ARD LGSA Monrovia Office JOB SUMMARY: The finance assistant is responsible for assisting in the overall accounting and financial control systems for the USAID-funded Land Governance Support Activity (LGSA) office and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, the finance assistant will help manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to Tetra Tech ARD Home Office, and cash flow management.
2 MAIN RESPONSIBILITIES AND TASKS: Assist in the closing of monthly accounts and preparing financial statements for submission to the Headquarters. Reconcile and review accounts and ensuring that proper clearance procedures have been followed. Work in close collaboration with the COP and DCOP and other staff on monitoring the project budget and activity/expense planning. Review various accounting transactions, e. g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions and practices. Ability to question unreasonable or suspicious expenses when necessary. Assist in the processing of payments to Suppliers/Subcontractors and vendors for goods and services.
3 Reconcile bank statements for all funds in foreign and local currencies. Pay monthly taxes withheld from employees to relevant tax authority. Process tax clearance. Provide guidance and informal training to colleagues as required. Document documents, reports, and guidelines in an appropriate manner. Perform other duties requested by the finance manager . Job Description & Specifications Position Description (PD) finance Assistance December 2017 2 QUALIFICATIONS: (MINIMUM REQUIREMENTS) EDUCATION: College degree in accounting, finance or similar field (relevant experience and another university degree may substitute for the degrees mentioned). WORK EXPERIENCE: Minimum of 5 years experience in an equivalent position. Experience with QuickBooks accounting software. Experience working in a similar position for a USAID-funded NGO or an international organization is preferred.
4 Must have the ability to work effectively in a fast-paced, stressful environment. SKILLS: Proficient with QuickBooks accounting software. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Ability to question unreasonable expenses when necessary and alert DCOP. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams. LANGUAGES: Excellent language proficiency in spoken and written English. GENERAL: Tactfulness, enthusiasm for the job, integrity and ability to work under pressure.
