2 Coordinating with the Office of the Chief of Army Reserve (OCAR) or USARC staff sections, subordinate USAR commands and installations, and other military services, to develop specific facility requirements. Working with planners at USARC and subordinate commands to develop project documentation and materials for construction and/or modification of USAR facilities. Validating documentation and specifications for functional adequacy with emphasis on site development, general quality of construction, compliance with Department of Army criteria, space allocation, and functional layout. Visiting USARC subordinate commands and installations to coordinate overall facilities management and planning programs. Reviewing Master Planning documents and preliminary Construction Concepts for technical sufficiency and critical conformance and preparing specific guidance for the improvement of these plans. Providing technical support to assist USAR property managers to improve and maintain the Army Stationing and Installation Plan (ASIP) inputs for the USAR.

3 Assisting in the development of a Master planning program, which promotes standardized real property and asset management policies and procedures for incorporation in the MCAR and Real Estate programs. This includes developing standard methodologies and protocols for environmental consideration in each phase of MCAR and real estate planning and execution, and assisting in the identification, planning, and budgeting of environmental costs for each MCAR and real estate project. This includes reviewing major action proposals and comparing them with MCAR Future Year Development Plan and approved Master Plans to ascertain impacts on future real estate requirements. The ARIMD staff is briefed and provided updates on USAR facilities, locations, conditions, and readiness issues.

4 Drafting correspondence, information papers, point papers, and providing ARIMD recommendations associated with MCAR, Real Estate and Asset Management Program. Assisting in the development of ARIMD staff papers and management summaries for ARIMD and Department of the Army staff. This includes developing and maintaining current project summaries of the Army Reserve Master Planning. Review requests and associated documentation for USAR real estate actions to ensure sufficiency and consistency of data. Facilitating coordination with other services to develop cooperative agreements. This includes setting up meetings, recording minutes, following assigned tasks through completion and ensuring timelines are met to allow project execution. Documents will be drafted supporting the acquisition and disposal of USAR real property. Providing expertise to support the ARIMD office and the entire USAR installation management user community worldwide with the processing of facility planning information and documentation from ENBOSS, future Military Construction (MILCON) projects, and management.

5 This includes designing and preparing special textual reports, maps and geographic information illustrations from ASIP, RPLANS, and ENBOSS data, as well as other external data and mapping sources. Providing assistance to facility planners at each RSC and USAR installation headquarters for training in the employment and integration of various facility information programs, to include ASIP, RPLANS, ISR-I, HQIIS, GFEBS, and USAR interface programs, and to validate requirements for real property and MILCON projects. Site visits will include a review and an assessment of user capabilities that affect USAR facility data quality. Scheduling and facilitating the Final Metroplex Study Executive briefings for the ARIMD with the supported customer and all involved stakeholders, attending meetings with various elements of the USAR community, attending USAR engineering and environmental workshops and conferences, providing technical data to the meetings and providing a written one-page summary of events to ARIMD following those meetings.

6 Qualifications The following are minimum qualifications that applicants must possess: Bachelor s degree related to planning or AICP certification. Minimum of 3 years experience in Master planning. Proven project management experience in Master planning. Proficient in computer operations including MS Word, Excel, PowerPoint, Outlook and GIS. Experience with budget analytics including complex spreadsheets and databases. Excellent written and oral communications skills including dealing with senior officials.
