1 JOB DESCRIPTION Job Title: Parks Planning and Development Manager Department: Parks & Recreation Department Reports To: Parks & Recreation Director Overtime Classification: Exempt Date: May 2018 Definition: Under general direction of the Parks and Recreation Director, the Parks Planning and Development Manager must analyze, propose, and implement a variety of Parks and recreation Planning and capital Development activities.

2 Major responsibilities of this position are short- and long-term Planning related to the city s park system, developing funding plans, grant applications/administration, and project/construction management. This position must be able to manage a sizable workload; effectively pursue grants; complete projects in a timely manner; interface with the public; and be a contributing, collaborative member of the city team. This is a full-time (40 hours per week) position that is FLSA exempt and may occasionally require work that falls outside of the normal work week schedule, including attendance at night meetings, without additional compensation.

3 Supervision: Work independently under the supervision of the Parks & Recreation Director. Essential Job Functions: Plan, organize, and manage a variety of Planning and capital Development projects concurrently and establish priorities to maintain project schedules. Develop and implement plans in the funding, acquisition, Development and programming of Parks and recreation capital improvement projects, including Parks , trails, greenways, wildlife habitats and recreational facilities.

4 Develop, implement and maintain a 6-Year Parks Capital Improvement Plan, including prioritizing projects, making recommendations and presenting to the Parks and Recreation Commission and City Council. Research and apply for grant funding to assist with the implementation of the Parks Capital Improvement Plan, including acquisition and Development grants. Administer awarded grants. Develop, update, and implement the Parks , Recreation and Open Space Plan and Parks capital Development plans with recommendations and presentations to the Parks and Recreation Commission and City Council.

5 Assist in the Development , updates and implementation of city plans, including the Comprehensive Plan and the Parks and Recreation Department Action Plan. Cultivate congruency amongst city and department plans and projects. Act as project Manager for Parks and recreation capital improvement projects, including developing a scope of work, detailed set of tasks, cost estimates, identified resources and budget for project implementation; coordinate and participate in the selection of consultants, preparation of contract documents, bidding and construction supervision, project budget monitoring and project close-out.

6 Ensure compliance with specifications, timelines, and federal/state/city regulations and policies; prepare cash flow projections; recommend payments to contractors, as appropriate; and maintain project records. Review construction documents, environmental and other studies, and related materials for accuracy, best practices and appropriateness for the Development project, and compliance with pertinent laws, rules and regulations. Provide construction management, including the following: conduct construction site inspections and coordinate construction meetings, ensure project work is completed to contract specifications and design standards, and resolve conflicts among contractors.

7 Maintain surveillance over contracts in progress, including site visitations and evaluation of project progression, cost reports, determination of payment for work accomplished; accept or reject methods, performance, or completed work. Assist in the preparation of complex reports, including statistical information and grant reports. Ensure timely preparation and presentation of project budget and progress reports. Gather information, make presentations and/or give staff reports to city commissions, the city council and/or other groups as needed or directed.

8 Coordinate, organize and/or facilitate public meetings or other public involvement strategies to gather input and/or secure support for Parks and recreation projects. Create and sustain meaningful and mutually beneficial partnerships with other public agencies, the private sector, and private non-profit organizations to achieve community goals and park capital Development projects. Provide staff support to the city council, commissions, committees and citizen advisory bodies, as assigned.

9 In conjunction with the Parks and Recreation Director, prepare, coordinate and oversee the Parks Division annual budget. Respond to the general public to provide information and/or to resolve problems concerning Parks Planning and Development . As needed or assigned, participate in intradepartmental, interdepartmental and/or multi-agency teams for the purpose of coordinating and assisting with a range of city Planning , capital projects and operation efforts. Collaborate and cooperate with department and city team members to effectively pursue and achieve city and department goals in accordance with city and department values.

10 Coordinate and collaborate with other city departments. Coordinate with the Public Works Department on park Planning , Development , maintenance and volunteer coordination. Coordinate with the Community Development Department on Planning and permits. Coordinate with the Executive Department for management of records and public engagement. Coordinate with the Finance Department for grants, budgets, and other financial matters. Coordinate with the City Attorney to minimize legal challenges and risk.
