2 Disclosure of Earmarks and Congressionally Directed Spending Items Although not required by the Rules of the House of Representatives, the EXPLANATORY STATEMENT includes a table that discloses congressional earmarks as defined in paragraph (e) of clause 9 of rule XXI of the Rules of the House of Representatives that are contained in the bill at the request of a Members of the House of Representatives. Neither the bill nor the EXPLANATORY STATEMENT contain any limited tax benefits or limited tariff benefits as defined in paragraphs (f) or (g) of clause 9 of rule XXI. Multiyear procurement authority for UH-60M and HH-60M Black Hawk helicopters (sec. 113) The House bill contained a provision (sec. 112) that would authorize the Secretary of the Army to enter into one or more multiyear contracts for UH-60M and HH-60M Black Hawk helicopters. The Senate amendment contained an identical provision (sec. 122). The agreement includes this provision. Continuation of Soldier Enhancement Program (sec. 114) The House bill contained a provision (sec. 113) that would continue the Soldier Enhancement Program under the responsibility and authority of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology.
