1 JOINT TRAVEL REGULATIONS Cover Letter 07/01/15 CL-1 JOINT TRAVEL REGULATIONS UNIFORMED SERVICE members AND DOD CIVILIAN EMPLOYEES 1 JULY 2015 A. Authorized Personnel. These regulation changes are issued for all UNIFORMED Service members and DoD Civilian Employees. B. New Regulation Changes. Material new to this change is indicated by an asterisk (*) and is effective IAW the date of this change unless otherwise indicated. C. UNIFORMED Service Principals. This change includes all material and revisions written in the following MAP and/or CAP Items: MAP/CAP 119-13(R) -- DoD Integrated Lodging Program Pilot (ILPP) and MAP 009-15/CAP 009-15 -- Mandatory Government Quarters Use Added to Lodging Pilot. Authorizes an Integrated Lodging Program Pilot (ILPP) for DoD until 31 December 2019.

3 This program allows DoD to require use of either Government Quarters or selected commercial lodging for both civilian employees or UNIFORMED Service members at the pilot locations. Affects par. 1265 CAP 60-15(I) -- MEA Amounts Based on PCS Order Effective Date of Transfer. Deletes wording ICW PCS order effective dates before 18 July 2011 as the moves that would be affected are completed. Affects pars. 5818, 5500-C3, 5766, and 5768. MAP 62-15(I) -- Tour Length for Kurecik, Turkey. Establishes a 12 month dependent restricted tour for members assigned to Kurecik, Turkey. Affects App Q1. MAP/CAP 64-15(I) -- Foreign Flag Carriers.

4 Clarifies requirements for the use of a foreign flag ship or ocean-going ferry and removes language unrelated to CTO usage from par. 2400. Affects pars. 2400-E; 3525-F; 3665-A and E; and 3720: MAP/CAP 65-15(I) -- Reimbursable Expenses for Leased, Rented or Purchased Lodgings While on Long-Term TDY. Removes expenses for lodging that is purchased/owned while TDY. The inclusion of these expenses in the TDY lodging cost was discontinued in 2011/12. No future TRAVEL should be affected. Any costs of this type would now fall under JTR, par. 1005, Prohibition Not Stated. Affects par. 4165. JOINT TRAVEL REGULATIONS Cover Letter 07/01/15 CL-2 MAP/CAP 66-15(I) -- Lodging Tax for Long Term TDY.

5 Clarifies that lodging taxes for long term TDY are calculated IAW JTR par. 4250-E. Affects pars. 2830 and 4250-E. MAP/CAP 67-15(I) -- Reimbursable Fees ICW Visas and Passports. This item rewrites information on passport, visa, green card, photographs, physical exams, and legal services in par. 2830 to clarify current language. MAP 68-15(I) -- Dependent Relocating for Personal Safety. Currently, TRAVEL and transportation for a dependent relocating for personal safety is in par. 5106, under Early Return of Dependents (ERD). IAW App A, ERD applies only to TRAVEL from an OCONUS location. TRAVEL and transportation for a dependent relocating for personal safety is authorized when the member is stationed OCONUS or in CONUS.

6 To ensure that TRAVEL and transportation is authorized for a member stationed in CONUS as well as OCONUS, the information in par. 5106 is moved to Ch 5, Part A3d, Dependent TRAVEL under Special Circumstances. Affects Ch 5, TOC and pars. 5106, 5153, 5321, 5362-F, 5394, and 5434-C5. MAP/CAP 72-15(I) -- Hyperlink Maintenance, Ch 7, Part K. Updates Hyperlinks for Ch 7, Part K. Affects pars. 7360, 7375, 7380, 7395, Table U7K-4 Footnotes, and Table U7K-5. MAP/CAP 73-15(I) -- Flat Rate Per Diem for Long Term TDY Suitability of Lodging. Clarifies that lodging the CTO arranges must be suitable. Determination of suitability is an inherently governmental function, based on various factors including member safety and security, and is not the responsibility of a contracted CTO.
