These regulation changes are issued for all UNIFORMED SERVICE members and DoD Civilian Employees. B. New Regulation Changes. Applicable MAP and/or CAP Items and Brief of Revisions. This change includes all material and revisions written in the following MAP and/or CAP Items: MAP/CAP 156-14(E) -- Dual Lodging Authorized. Clarifies dual lodging may be authorized (in advance) when there is an economic impact based on daily/weekly/monthly room rates, availability, storage charges, etc. that is known in advance. Affects MAP 168-14(I) -- Delete Appeal Submission Address for Navy. Deletes the separate appeal submission address for Navy and includes them with the other DoD services in JTR Intro, par. D1d(1). Affects JTR, Intro D1d. MAP/CAP 169-14(I) -- 2015 Government Meal Rates.

3 Updates Government Meal Rates for CY 2015 . Affects App A1. MAP/CAP 171-14(I) -- Correct Reference and Update Appendices I and O. This item corrects reference in JTR, par. 7115-E and removes reference to communications services in Appendix I4 and phone calls in Appendix O. Effective 1 October 2014, communication SERVICE expenses, including phone calls associated with official GOV T business are considered to be mission-related expenses and are not reimbursable as a separate miscellaneous TRAVEL expense. (see APP A definition). Affects par. 7115-E, App I4-A2, Item 16, and App O, par. 4060. MAP/CAP 173-14(I) -- Remove Reference to Laundry/Dry Cleaning. This item removes reference to Laundry/Dry Cleaning in JTR, par. 4095-G. Effective 1 October 2014, Laundry/Dry Cleaning expenses are no longer reimbursable as a separate miscellaneous TRAVEL expense, but reimbursed through the incidental expenses portion of the M&IE (Meals and Incidental Expenses) per diem rate.

4 Affects par. 4095-G. MAP 174-14(I) -- Restricted Tour Kyoga-Misaki, Japan. Establishes a 12-month dependent restricted tour for Kyoga-Misaki, Japan effective 14 November 2014. Affects App Q1. JOINT TRAVEL REGULATIONS Cover Letter 01/01/15 CL-2 MAP/CAP 176-14(I) -- Exception for Lodging and/or Meals Obtained under Contract. This item corrects language ICW lodging and/or meals obtained under contract. Affects pars. 4135-D, 4340-D, and 4965. CAP 177-14(I) -- EVT Limited to one Eligible Traveler. This item adds wording to clarify that only one eligible traveler is ordinarily authorized to TRAVEL at Gov t expense, ICW EVT. Affects pars. 7020-E1 and 7020-H3. MAP/CAP 180-14(I) -- Reimbursable Expenses. This item removes and/or corrects outdated information ICW reimbursable expenses in App O. Affects pars. T4040-A3g, T4040-A10b and A10c, and T4060-B8.

5 CAP 182-14(I) -- Authority Revision for DCIPS Employees in App Q4. This item revises and updates authority to establish authority to administratively fix tour lengths for DCIPS employees in App Q4. MAP 183-14(I) -- HHG CONUS Unusually Arduous Sea Duty. Corrects references in par. 5296-C2 to authorize HHG transportation from CONUS PDS to unusually arduous sea duty. Affects par. 5296-C2.
