2 Arthur Mutambara, is a Deputy Prime Minister in the Republic of Zimbabwe. He holds a BSc Electric and Electronic Engineering, University of Zimbabwe; and a PhD Robotics and Mechatronics, Oxford University, UK. He has worked as an assistant professor, Florida State University College of Engineering, USA; a visiting research scientist, the National Aeronautics and Space Administration (NASA), 1996-97; visiting research scientist, Carnegie Mellon University; Associate Professor, Massachusetts Institute of Technology; Management Consultant, McKinsey and Company; Director Stanbic Bank, South Africa; CEO and Managing Director, African Technology and Business Institute;. and is President, Movement for Democratic Change.

3 Francis Mangeni is the Director of Trade, Customs and Monetary Affairs at the COMESA Secretariat. He has over the years assisted in the formulation of policy and the implementation of programmes on Regional Integration through trade and investment and on trade and economic relations with the rest of the world. He has published various articles and books; and he holds a doctorate in International Economic Law and African Integration , from the London School of Economics and Political Science. Caesar Cheelo is a Macroeconomic Adjustment Expert in the COMESA Aid for Trade Unit. He was previously a Trade and Investment Research Fellow at the Zambia Institute for Policy Analysis and Research, and before that a Lecturer and Researcher in the Department of Economics, University of Zambia.

4 His main interests and experiences have been in international trade research, policy analysis and research training as well as applied research on Regional Integration , economic transformation, and private sector and industrial development. Tasara Muzorori is a Senior Trade Officer at COMESA. He has assisted in coordinating Regional negotiations in allocating tariff rates for the Common External Tariff for the COMESA Customs Union as well as the Programme on Trade in Services. He has worked as a Senior Research Fellow with the Zimbabwe Economic Policy Analysis and Research Unit (ZEPARU); and he was also a Treasury official in the Government of Zimbabwe. He holds a Masters Degree in International Affairs (Economic Policy Management) from Columbia University and a Bachelor of Economics Honours Degree from the University of Zimbabwe.

5 Wilson Chizebuka is a Data Programmer under the Division of Trade, Customs and Monetary Affairs of COMESA. He is one of the architects of the COMSTAT online database, which is widely used to access trade statistics and other macroeconomic indicators from COMESA Member States. He also provides technical support to non COMESA members such as the South African Revenue Authority (SARS) and the SACU Secretariat, under the framework of the ongoing Tripartite Free Trade Area negotiations. Yusuf Atiku Abdalla is a Ugandan economist with extensive experience as a central banker, trade policy advisor and negotiator, economic analyst and researcher. He holds a degree in Economics from the University of Michigan, Ann Arbor.

6 He has also completed advanced studies and training in trade policy, quantitative development economics, energy economics and management, and macroeconomic, monetary and financial programming and policy at the Harvard Kennedy School, the WTO Institute for Key Issues in Regional Integration - 2. Training and Technical Cooperation (ITTC), the University of Warwick, the University of Pennsylvania and the IMF Institute, respectively. He is currently on posting by the Commonwealth Secretariat as Regional Trade Advisor at the COMESA Secretariat. Mahmood Mansoor is the Executive Secretary, COMESA Clearing House. He was a Senior Lecturer at the University of Mauritius; and worked in the aviation industry; and also as an economic and management consultant.

7 He has been directly involved in the restructuring of the COMESA Clearing House, which led to the offering of an African Guarantee Facility to cover political risk in transactions;. connectivity to the SWIFT network through a bureau service for all commercial and merchant banks of the region; and a Regional Payment and Settlement System aimed at stimulating economic growth. The payment system enables importers and exporters to receive and send payment for goods and services through an efficient and cost effective platform of the local banks, through the Central Banks. He holds a degree from the University of Warwick and a Masters in Economics from the University of East Anglia. Fred Kongongo is the head of the Science, Technology and Innovation Programme at COMESA.

8 Secretariat. An engineer by profession, he has experience in manufacturing, industrial production planning, merchandising, logistics management, product safety and production of outsourced manufacturing for USA based retailers in the Kenya export processing zone. He worked in the standards development and quality assurance departments of the Kenya Bureau of Standards. Through a USAID funded programme he helped found the African Cotton and Textile Industries Federation, before joining COMESA in 2010 to manage the EU-Inter-ACP Programme as a Senior Coordinator. He is an alumnus of Moi University, Kenya and the Harvard Kennedy School Executive Programme. Anne W. Ndirangu is the Head, Monitoring and Evaluation Unit at COMESA Secretariat, which she joined in September 2007 after a long career in the public sector in Kenya.

9 She holds a Bachelor of Sciences and a Postgraduate Diploma in Management and Implementation of Development Projects. The author of the: Status of Transposition of COMESA Programmes by the Member States , Anne says, The transposition exercise came at a time when I needed to engage myself fully in order to keep my mind from the loss of my son Mrash, to whom I dedicate this paper. I also wish to acknowledge the valuable inputs of the Secretariat staff, especially the Country Officers; as well as Ambassador Gervais Nkanagu of the Brussels Liaison Office.. Nicholas Mudungwe is the Cluster Development Expert at the COMESA Secretariat. He is an economist by profession, and an expert in project design and management; value chain and trade policy analysis.

10 He has worked with rural and industry business communities in designing and implementing projects with an orientation towards improving the performance of commodity value chains. He has worked in Africa, Europe and Oceania; and has consulted for COMESA, SADC, EU, USAID, ITC, FAO and the Pacific Island Secretariat Forum. In 2013 he jointly published jointly a research paper on The Impact of Commodity Development Projects on Smallholder's Market Access in Developing countries , which can be accessed at: Peter Malinga is the Senior Customs Expert at the COMESA Secretariat. He provides technical support to the Secretariat and the Member States on customs Issues . He has worked as a Customs Consultant at COMESA; as well as Commissioner for Customs, Uganda from 2005 to 2012.
