This contract was the largest ever since the foundation of the Republic ofKorea. Furthermore, Korea joined the OECD Development Assistance Committee andset an example to overcoming the global financial crisis started last year. Currently,Korea is making some dynamic strides toward a new future, overcoming its tragicmemories of the past. With a strong sense of responsibility, Korea will take the lead in resolving globalissues. Last week, in his special speech at the World Economic Form in Davos,Switzerland, President Lee presented Korea s vision as the Chair of the G20 participants who filled the hall despite heavy snowfall expressed their highexpectations for the Seoul G20 Summit by giving the President a standing relations and the so-called the Korean peninsula issues revolvingaround North Korea s nuclear armament are critical challenges for the Koreans inachieving national development.

3 At the same time, they are part of a great journeytowards the reunification of the Korean peninsula, which will mark a watershedmoment in the the short time given to me this morning, I would like to share with you thehistorical meaning that the unification of the two Koreas will have. Also, I would like totouch upon the recent developments on the Korean peninsula as well as the direction ofthe Korean Government s North Korea policy. German Unification and the Korean PeninsulaLadies and Gentlemen, This year marks the 20thanniversary of German unification. Even now, I vividly remember TV images broadcasting the official GermanThe Korea Foundation Forum Series | 7 Good morning! Ladies and gentlemen, it s good to see you all at this very earlyhour. I am honored to share the beginning of a new day with so many resident diplomatsin Seoul.

4 I know it s quite late by the western calendar, but since we still have the lunar NewYear ahead of us, I would like to extend to you warmest and most sincere greetings forthe New Year. According to the lunar calendar, tomorrow is supposed to be the onsetof spring, but we are getting some unusually cold weather these days, especially fact, we had an unusually large amount of snow in Seoul just a few weeks ago. In myown 35 years in Seoul, I never saw such a sight! The Challenges Korea FacesThe year 2010 which began with an auspicious snowfall has a special meaning forKorea and its people. It marks the 60thanniversary of the Korean War which not onlyravaged but also divided the Korean peninsula. During the past 60 years, Koreans have strived to guard its national security andhave proudly achieved democratization and industrialization.

5 Now, we are ready to jointhe ranks of the most advanced nations in the world. Last December, Korea won the bid to build nuclear power plants in the United ArabThe Present Status of Inter-Korea Relations6| However, the North Korean nuclear problem is like a massive hurdle in making theseefforts bear fruit. Moreover, it is the most critical security issue that threatens not onlypeace and stability on the Korean peninsula but also the non-proliferation efforts of theinternational community. All of you present in this room will be able to imagine what will happen if NorthKorea succeeds in becoming a nuclear state: international order will slide into completechaos. The international community would never support a unification of a nuclearKorean peninsula. In this sense, North Korea s denuclearization is a precondition to theunification of the Korean now, we have seen many forms of negotiations and agreements -- bilateralmeetings, Four-Party Talks, Six-Party Talks and so on.

6 Yet, North Korea brazenly wentahead with two nuclear tests and we are still facing a very dismal situation with theNorth Korean nuclear conundrum ever since its second nuclear test in May , North Korea is insisting that a peace treaty be signed prior to denuclearizationand that it will return to the Six-Party Talks after sanctions are lifted. Such claims werenot entirely unexpected, considering its negotiating attitude, but they make us seriouslydoubt, once again, whether North Korea is sincere about its commitment Lee Myung Bak Administration s position is that the North Korean nuclearissue cannot be left as it is. Now is the time to make a comprehensive deal tofundamentally solve the nuclear issue and this is why President Lee proposed the so-called Grand Bargain . The Grand Bargain is a comprehensive, big deal that aims to make North Koreaabandon its core nuclear programs through the six-party talks, while promising securityThe Korea Foundation Forum Series | 9reunification ceremony that took place at midnight on October 3rd, 1990 in theReichstagbuilding.

7 It was a truly historic moment. I could see that German leaders whohad orchestrated the German unification could not contain their joy and rolled down the cheeks of the German firmly believe that someday the Korean people will have their own historicmoment like the Germans. I am certain that the Koreans will surely achieve peacefulreunification of the Korean peninsula. The reunification of the two Koreas does not merely signify the joining of twoseparated states. It will signal the complete termination of the Cold War. It will erase thevestiges of the Cold War that are felt even in the 21stcentury. Furthermore, by usheringin the real meaning of the Post-Cold War era, Korean unity will create a turning point inthe history of human civilization. As the German unification accelerated EU integration,unification of the Korean peninsula will lay the grounds for the peace and stability inEast Asia as well as expedite the integration of the East Asia Community.

8 Ultimately, itwill serve as the cornerstone of world peace in the Korea s Nuclear Ambition and the Korean Peninsula Since the collapse of the Cold War regime in the late 1980s, the South KoreanGovernment has consistently maintained an engagement policy toward North Korea. Apeaceful reunification of the Korean peninsula is a normative order embedded in ourConstitution. The Korean Government has strived to lay the foundations for a nationalcommunity and has tried to broaden interactions with North Korea through cooperationand exchanges. These are ongoing efforts. 8| What is important, however, is that it must move forward on denuclearization tosucceed in all these endeavors. Unless it denuclearizes itself, it will never be free frominternational sanctions and never be able to normalize relations with other denuclearization, its efforts to attract foreign capital would hit a wall and wouldfail to get cooperation or assistance from the international community.

9 Likewise, thenuclear conundrum is a fundamental hindrance in guaranteeing its security Administration s Policy toward North KoreaThe Lee Administration wants to improve inter-Korean relations in the right way. It is our belief that North Korea s denuclearization, participation in the internationalcommunity, and economic development must go together. However, since the launch of the Lee Administration in 2008, North Korea has keptup its hard line policy, claiming that the South Korean Government focuses more on thenuclear issue than inter-Korean relations. However, resolving the nuclear problem is the key to bettering inter-Koreanrelations. Despite North Korea s hard line policy for the past year and a half, the SouthKorean Government has consistently pursued a policy that puts denuclearization aboveall else. We have exerted our best efforts to support international sanctions on NorthKorea s nuclear tests.

10 At the same time, we have been very flexible in steering inter-Korean relations. Even in a very serious nuclear situation, we have continuously laid thegrounds for improving inter-Korean relations by, for example, trying to keep thingsstable in the Gaeseong Industrial Complex. The Korea Foundation Forum Series | 11assurance and substantial international assistance. The Korean Government is currentlytrying to make this proposition more concrete through consultations with the other fiveparties of the Six-Party Talks. We are also making efforts to discuss the issue with NorthKorea through inter-Korean dialogue. Recent Developments in North KoreaAs you are well aware, North Korea is currently experiencing chronic economicdifficulties. South Korea s total trade is 227 times larger than that of North Korea and itsexports 384 times greater.
