BSC .. , .. 53 ..-ix-SummaryWith the proliferation of globalization, democratization andinformatization, and the introduction of new public management paradigm,it is getting emphasized to evaluate the performance about policies andservices that the public sector builds and provides and it is obliged for thepublic sector to be responsible for managing and improving itsperformance as the private sector has been doing.
9 Public sector is movingtoward the small and efficient government by strong reform for thecustomer-centric and cost-efficient management. Performance evaluation andmanagement systems are rapidly introduced as a means of reform. But lackof knowledge and experience on enhanced performance evaluation andmanagement systems are hindering the public sector from introducing andimplementing new performance management systems in its , myriad needs for the practical manual about enhanced performancemanagement systems are aroused from public sector. To solve thoseproblems and provide a practical manual for the enhanced performancemanagement system and its implementation, this research project hadstarted and finally derived the general guidelines which public sectorshould keep in mind when it introduces new management comprehend the present state of performance evaluation andmanagement systems and their problems, we examined performanceevaluation and management systems that have been used in the publicsector and figured out their limits and problems in practical use and then,we searched, from academic basis, for ways to solve those problems andcomplement the limits.
10 Especially, we focused on developing practicalsolutions that can be applied to a budget and human resource expect this research will provide to public sector a comprehensive-x-foundation for understanding the core concept of myriad theories ofperformance management in public sector including "Balanced Scorecard"and for finding out the limits and problems of each theories, then it canprepare the alternatives in the research is restricted within the general guideline forperformance management. It doesn't provide practical and detailed actionprograms that are needed for actual execution.
