Linking Multi-Agency Meet the Tactical Communications ...

With more than 10 years of proven experience in the APCO Project 25 (P25) public safety arena and a heritage of developing software-defined radios. Thales has been producing mission-critical multiband radios for decades. We are leveraging that expertise to meet the interoperability challenges of the first responder community. Currently, public safety agencies communicate over four different frequency bands and various operating modes. This has caused interoperability issues during major events, such as 9/11, Hurricane Katrina, and even the Super Bowl. 1 With more than 10 years of proven experience in the APCO Project 25 (P25) public safety arena and a heritage of developing software-defined radios. Thales has been producing mission-critical multiband radios for decades. We are leveraging that expertise to meet the interoperability challenges of the first responder community. Currently, public safety agencies communicate over four different frequency bands and various operating modes. In order to communicate, personnel have to carry multiple radios depending on what agency they need to work with.

2 To help meet these interoperability challenges, Thales Communications has developed the LibertyTM Multiband Land Mobile radio (LMR). The Liberty radio is the first multiband LMR for government agencies and first responders and the first radio that provides coverage across all four primary public safety frequency bands (136-174 MHz, 380-520 MHz, 700 MHz, and 800 MHz). The Liberty radio operates in P25-conventional, P25-trunked, and legacy analog modes. It offers DES and AES encryption with OTAR, and its Mil-Spec metal housing is submersible to 2 meters. Like all Thales Communications radios, the Liberty radio is software-based, enabling the integration of future capabilities via simple download of software upgrades.

3 In 2008, the Department of Homeland Security awarded Thales Communications a contract to pilot test the Liberty radio with various first responders across multiple levels of government. In 2009, a Liberty mobile unit is being introduced, operational evaluation is starting, and the radio is going into production. The Liberty radio is available on the General Services Administration Blanket Purchase Agreement (BPA) for LMR Equipment (BPA GS-TFMG-BPA-09-0012). All-up weight of an MPS, including an AN/PRC-148 radio , is 16 lbs. The bag has nylon straps that can be configured in various ways for attaching to gear. BA-5590 non-rechargeable batteries can be used as alternatives. Typical operational endurance is 14 hours with two BA-2590 rechargeable batteries and a duty cycle of 10% transmit at 20W, 10% receive and 80% standby.

7 The RF power amplifier is tuned to the radio s frequency via the connection to the radio s side connector. It is supplied with a 20W capable broadband antenna and a 20W capable 30 to 90 MHz blade antenna that connect directly to the power amplifier. A threaded locking ring provides mechanical support for the antenna. When used with a directional antenna, the MPS can be used for satellite Communications . Faster charge rates with the increases in battery capacity, the new chargers are capable of charging existing and future higher capacity batteries within three hours. State-of-charge indicators provide a 5-bar state-of-charge for each bay. This feature indicates the percentage of charge while the battery is in the charger.
