2 SHORT TITLE, COMMENCEMENT AND REVIEW code may be called the MADHYA PRADESH ELECTRICITY SUPPLY code .The code shall be effective from 10th June, shall extend to the State of MADHYA shall apply to all persons engaged in the business of supplying ELECTRICITY as coveredunder Section 14(1) of the MADHYA PRADESH Vidyut Sudhar Adhiniyam, 2000 (No 4 of2001) or section 14 of the ELECTRICITY Act 2003 (36 of 2003) and the consumers of the MADHYA PRADESH ELECTRICITY SUPPLY code and Guidelines forRedressal of Consumer Grievance as duly amended from time to time shall be kept inthe registered offices, regional offices, circle offices, division offices, distributioncentres of the licensees and such other offices as may be specified by the Licensee orby the for review of MADHYA PRADESH ELECTRICITY SUPPLY Commission shall constitute an ELECTRICITY SUPPLY code Review Panel (ReviewPanel) to review this code along with and Guidelines for Redressal of ConsumerGrievance on regular basis.

3 The review panel shall consist of such number of persons,as the Commission may consider necessary and adequate, to be appointed by theCommission including persons representing the following interests.(a)(b)(c)(d) Distribution Licensee of the Transmission Utility (STU) and Transmission licenseesLT consumers, HT consumers, EHT consumers, their associations andinterested other interest group as the Commission may think Commission shall appoint a Chairman and a Member Secretary from among therepresentatives of the Distribution Licensees. The post of the Chairman shall be takenover by the CMDs of each Distribution Company (Discom) by turn as may bespecified by the Commission. The CMD, who takes over as Chairman of the ReviewPanel, shall appoint an officer from the same Discom as Member Secretary.

4 The sameLicensee shall provide all the required supports, administrative or otherwise. Allmembers of the review panel shall be appointed for a period of two review panel shall meet at least once every six (6) Member Secretary of the review panel shall send the proceedings of the meetingsof the Review Panel to the Commission within 15 days of the Commission may amend the ELECTRICITY SUPPLY code suo-motu or on therecommendations of the panel. 5 36 of 2003) as in force from timeto time. Agreement with its grammatical variations and cognate expressions meansan agreement entered between the licensee and the consumer under this code . Apparatus means electrical apparatus and includes all machines, fittings,accessories and appliances in which conductors are used. Area of SUPPLY means the geographic area within which a Licensee isauthorized by his license to SUPPLY ELECTRICITY . Breakdown means an occurrence relating to the equipment of the electricenergy SUPPLY system including electrical line that prevents its normalfunctioning. code means the MADHYA PRADESH ELECTRICITY SUPPLY code as in force fromtime to time. Commission means the MADHYA PRADESH ELECTRICITY Regulatory Commissionconstituted under section 3 of the MADHYA PRADESH Vidyut Sudhar Adhiniyam,2000 ( of 2001).

6 Conductor means any wire, cable, bar, tube, rail or plate used for conductingelectrical energy and so arranged as to be electrically connected to a system. Connected Load, means aggregate of the manufacturer s rating of all energyconsuming devices, in the consumer s premises, which can be simultaneouslyused. This shall be expressed in kW, kVA or HP units and shall be determinedas per the procedure laid down in clauses to on Rating ofInstallations in this code . Consumer means any person who is supplied with ELECTRICITY by the licenseeand includes any person whose premises are for the time being connected forthe purpose of receiving ELECTRICITY from the licensee, persons who haveapplied for an ELECTRICITY connection, persons whose SUPPLY is not yetconnected even after due notice to avail connection or whose ELECTRICITY supplyhas been disconnected.

7 A consumer is -(i)(ii)(iii) Low Tension Consumer (LT Consumer) if he obtains SUPPLY fromthe licensee at low or medium voltage. High Tension Consumer (HT Consumer) if he obtains SUPPLY fromthe licensee at High Voltage. Extra High Tension Consumer (EHT Consumer) if he obtainssupply from the licensee at Extra High Voltage.(f)(g)(h)(i)(j)(k) Consumer s installation means any composite electrical unit includingelectric wires, fittings, motors and apparatus, portable and stationary, erectedand wired by or on behalf of the consumer at the consumer s premises.(l) Contract demand means the maximum Load in kW, kVA or HP, as the casemay be, agreed to be supplied by the licensee and contracted by the consumerand mentioned in the agreement.

8 Cut-out means any appliance for automatically interrupting the transmissionof energy through any conductor when the current rises above a predeterminedquantum, and shall also include fusible cut-out. Date of commencement of SUPPLY means the day immediately following thedate of expiry of a period of one month for in case of LT consumers and threemonths in case of HT of EHT consumer from the date of intimation to anintending consumer of the availability of power or the date of actual availingof SUPPLY by such consumer, whichever is earlier. Demand Charge for a billing period means a charge levied on the consumerbased on the contract demand or maximum demand and shall be calculated asper the procedure provided in the Tariff Order, approved by the Commission.

9 Distribution main means the portion of any main with which a service line is,or is intended to be, connected. Distribution System means any system consisting mainly of overhead lines,underground cables, service lines, electrical plant, control switchgear andmeters having design voltage of 33 kV and below and shall also include anyother system of higher voltage as the Commission may specifically Distribution System shall not include any part of the Transmission Systemexcept the terminal equipment (metering system, CT and PT) connected atconsumer end and used for the SUPPLY of ELECTRICITY to extra high voltage (66KV and above) consumers. Earthed or connected with earth means connected with the general mass ofearth in such manner as to ensure at all times an immediate discharge ofenergy without danger.

10 Electric line means any line which is used for carrying ELECTRICITY for anypurpose and includes (i)any support for any such line, that is to say, any structure, tower, poleor other thing in, on, by or from which any such line is, or may be,supported, carried or suspended; andany apparatus connected to any such line for the purpose of carryingelectricity;(m)(n)(o)(p)(q)(r)(s )(ii)(t)(u) Electrical Inspector or Inspector means an Electrical Inspector appointedunder section 2 (21) of the ELECTRICITY Act, 2003 (36 of 2003). Energy means electrical energy-(i)(ii)Generated, transmitted or supplied for any purpose, orUsed for any purpose except the transmission of a message.(v) Energy charge refers to a charge levied on the consumer based on thequantity of ELECTRICITY (units in kWh or kVAh as per tariff) supplied.
