1 All India Council for Technical EducationMajor Changes in Approval Process 2021-221 CHAPTER-I2 APH 2020-21 APH 2021-22 Grant of Approval through online application for Setting up a new Institution offering a Technical Programme at Diploma/ Post Diploma Certificate/ Under Graduate Degree/ Post Graduate Diploma/ Post Graduate Degree Level Grant of Approval through online application for Setting up a new Institution offering a Technical Programme at Diploma/ Post Diploma Certificate/ Under Graduate Degree/ Post Graduate Diploma/ Post Graduate Degree Changes Except Delimiting Pharmacy / ArchitecturePrograms from AICTE Approval Process as per Hon ble SC 2020-21 APH 2021-22 Incompliance to the order dated passed by the Hon ble Supreme Court of India in 2005, for the existing Institutions offering Courses in Architecture Programme, Approval by the Council of Architecture is mandatory but AICTE Approval is NOT to the order dated passed by the Hon ble Supreme Court of India in 2005, for the existing Institutions offering Courses in Architecture Programme, Approval by the Council of Architecture is mandatory but AICTE Approval is NOT necessary.

2 Similarly, in compliance to the order dated passed by the Hon ble Supreme Court of India in Transferred Petitions(CIVIL) No 87-101 of 2014, for the existing institutions offering courses in Pharmacy programme, Approval of PCI is mandatory but AICTE Approval is NOT , similar to Central /State / Private Universities taking Approval (even though it is not Mandatory) for the purpose of getting benefits of AICTE schemes as per the prevailing policies/norms, interested Architecture / Pharmacy Institutions may apply to the AICTE for Approval , provided, they are already having Approval of CoA /PCI. NOTE: No Provision for Letter of Intent (LoI) in this A/Y 2021-22 CHAPTER-I4 APH 2020-21 APH Normal online submissionof the TER ChargesExisting Institutions seeking Approval for the first time from AICTE as per APH 2021-22 (Refer Table for change in TER Charges) Digitally Signed Application should be submitted on AICTE Web-Portal on or before the last date as notified in the Public Notice /AICTE.

6 Existing Institutions shall be permitted to start program/course(s) in Engineering and Technology ONLY in emerging Conversion of Diploma levelinto Degree level and (f)Merger / Addition of newcourses in Conventional/Traditional discipline start new Programme/ Levelin the existing (a) Existing Institutions shall continue to be permitted to start new program/course(s) in Engineering and TechnologyONLY in Emerging/ Multi-disciplinary 2020-21 APH Merger of Institutions under the sameTrust/ Society/Company operating in the same Campus The existing Institutions of the same Trust/ Society/ Company operating in the same location shall be permitted to merge into a single Institution with all the facilities at the proposed Parent Institution and/ or part/ full facilities of the Child Institution(s)

7 , if of Institutions under the same Trust/ Society/Company operating in thesame Campus Or CityThe existing Institutions of the same Trust/ Society/ Company operating in the same location/ City shall be permitted to merge into a single Institution with all the facilities at the proposed Parent Institution and/ or part/ full facilities of the Child Institution(s), if (b)NOTE: Intra-Day movement of Students and Faculty NOT Allowed under any circumstances (in case of infrastructure & other facilities required by Parent institution after merger are in multiple locations). Institutions going for such merger shall duly inform all the stake holders regarding schedule of conduct of Programs / Courses prior to (f)NOTE: Child Institutions shall be allowed to submit their application ONLY for EOA (No Changes will be permitted).

8 CHAPTER-II11 APH 2020-21 APH of Institutions underthe same Trust/ Society/ Company operating in the same Campus (e)The total land required shall be the Sum of highest land required the programs/levels being offered by the parent Institute plus fifty percent of the land required for the remaining Merger of Institutions under the same Trust/ Society/ Company operating in the same Campus Or (e)The total land required shall be the highest amongst the programs/ levels being offered by the Institute. However, institute shall have sufficient built up area to cover all the requirements of ALL the programs/levels conducted as per the provisions of Approval Process HandbookCHAPTER-II12 APH 2020-21 APH of supernumerary seats for Foreign Nationals/Over seas Citizen of India (OCI)/ PIO / Children of Indian Workers in Gulf (b) Institutions selected for Study in India Programme by the Government of India are eligible for the grant of introduction of FN/OCI/PIO/Children of Indian Workers in Gulf Countries in ALL Programmes/ Courses without Expert Visit Committee and TER Charges.

9 The Institution shall submit online application for Continuation of Approval for supernumerary seats for admitting Foreign National/ Overseas Citizen of India (OCI)/PIO/Children of Indian Workers in Gulf Countries, as a part of application of Extension of Approval , every year, giving details of Faculty and other of supernumerary seats for Foreign Nationals/Over seas Citizen of India (OCI)/ Children of Indian Workers in Gulf (b) PIO merged with OCI. As per the The Institution shall submit online application MANDATORILY FOR EACH COURSE (If Required /Interested) for Continuation of Approval for supernumerary seats for admitting Foreign National/ Overseas Citizen of India (OCI)/Children of Indian Workers in Gulf Countries, as a part of application of Extension of Approval , every year, giving details of Faculty and other facilitiesCHAPTER-II13 APH 2020-21 APH Increase in Intake/ AdditionalCourse(s) with Accreditedcourses up to 4 divisions are allowed However, the increase in intake is allowed ONLY in EMERGING in Intake/ AdditionalCourse(s) with Accredited courses up to 4 divisions are allowed NOTE.

10 NBA validity of one accredited course can be used for increase in intake of other Non Accredited course (Emerging Area). However, the increase in intake is allowed ONLY in Emerging/ Multi-disciplinary Area in intake (over and above the maximum allowed intake per course) of ONE Division in Regional Languages is allowed ONLY in conventional Accredited 2020-21 APH The existing Institutions having total Approved Intake exceeding the Maximum Intake Allowed seeking for Approval for Increase in Intake/ Additional Course(s) (without NBA accreditation) allowed with One division per course within the approved intake of The existing Institutions having total Approved Intake exceeding the Maximum Intake Allowed seeking for Approval for Increase in Intake/ Additional Course(s) (without NBA accreditation)
