1 ministry of home affairs (MHA) hasmultifarious responsibilities, important among thembeing internal security, management of para-militaryforces, border management, Centre-State relations,administration of Union territories, disastermanagement, etc. Though in terms of Entries 1 and2 of List II State List in the Seventh Schedule tothe Constitution of India, public order and police are the responsibilities of States, Article 355 of theConstitution enjoins the Union to protect every Stateagainst external aggression and internal disturbanceand to ensure that the government of every State iscarried on in accordance with the provisions of theConstitution. In pursuance of these obligations, theMinistry of home affairs extends manpower andfinancial support, guidance and expertise to the StateGovernments for maintenance of security, peace andharmony without encroaching upon the constitutionalrights of the the Government of India (Allocationof Business) Rules, 1961, the ministry of HomeAffairs has the following constituent Departments:- Department of Internal Security, dealing withthe Indian Police Service, Central PoliceForces, internal security and law & order,insurgency, terrorism, naxalism, activities ofinimical foreign agencies, rehabilitation, grantof visa and other immigration matters, securityclearances, etc.

2 ; Department of States, dealing with Centre-State relations, Inter-State relations,administration of Union Territories, FreedomFighters pension, Human rights, PrisonReforms, Police Reforms, etc. ; Department of home , dealing with thenotification of assumption of office by thePresident and Vice-President, notification ofappointment/resignation of the Prime Minister,Ministers, Governors, nomination to RajyaSabha/Lok Sabha, Census of population,registration of births and deaths, etc.; Department of Jammu and Kashmir (J&K) affairs , dealing with the constitutionalprovisions in respect of the State of Jammuand Kashmir and all other matters relating tothe State, excluding those with which theMinistry of External affairs is concerned; Department of Border Management,dealing with management of internationalborders, including coastal borders,strengthening of border guarding and creationof related infrastructure, border areasdevelopment, etc.

3 ; and Department of Official Language, dealing withthe implementation of the provisions of theConstitution relating to official languages andthe provisions of the Official Languages Act, Department of Internal Security,Department of States, Department of home ,Department of Jammu and Kashmir affairs andDepartment of Border Management do not functionin watertight compartments. 4 ADMINISTRATION Division is responsible for handling alladministrative and vigilance matters, allocation ofwork among various Divisions of the ministry andmonitoring of compliance of furnishing informationunder the Right to Information Act, 2005, mattersrelating to the Table of Precedence, Padma Awards,Gallantry Awards, Jeevan Raksha Padak, NationalFlag, National Anthem, State Emblem of India andSecretariat Security MANAGEMENT Division deals with matters relating tocoordination and concerted action by administrative,diplomatic, security, intelligence, legal, regulatoryand economic agencies of the country for themanagement of international borders, includingCoastal borders, creation of infrastructure likeIntegrated Check Posts, roads/fencing andfloodlighting of borders and the Border AreasDevelopment Division deals with intra-Ministrycoordination work, Parliamentary matters, publicgrievances (PGs)

5 , publication of Annual Report ofthe ministry , Record Retention Schedule, custodyof classified and non-classified records of theMinistry, Internal Work Study, furnishing of variousreports relating to employment of SCs/STs andPersons with Disabilities to Department ofPersonnel and Training, Division deals with Centre Staterelations, including working of the constitutionalprovisions governing such relations, appointment ofGovernors, creation of new States, nominations toRajya Sabha/Lok Sabha, Inter-State boundarydisputes, over-seeing the crime situation in States,imposition of President s Rule, MANAGEMENT Management-I Division isresponsible for response, relief and preparednessfor natural calamities and man-made disasters(except drought and epidemics).

6 Management-II Division isresponsible for legislation, policy, capacity building,prevention, mitigation and long term Division is responsible for formulating,operating and controlling the budget of the Ministryand other matters pertaining to expenditure control& monitoring and financial advice, etc., under theIntegrated Finance Division deals with all matters relatingto visa, PAP/RAP regime, immigration, citizenship,3 MANDATE AND ORGANISATIONAL STRUCTURE OF THE ministry OF home affairs overseas citizenship of India, acceptance of foreigncontribution and FIGHTERS ANDREHABILITATION Division frames and implements theFreedom Fighters Pension Scheme and theschemes for rehabilitation of migrants from formerWest Pakistan/East Pakistan and provision of reliefto Sri Lankan and Tibetan RIGHTS Division deals with matters relating tothe Protection of Human Rights Act and also mattersrelating to national integration, communal harmonyand SECURITY Division deals with matters relating tointernal security and law & order.

7 Including anti-national and subversive activities of various groups/extremist organisations, policy and operationalissues on terrorism, security clearances, arms andexplosives, narcotics and Narcotics Control Bureau,National Security Act, monitoring of ISI activities andHome Secretary-level talks with Pakistan onterrorism and drug trafficking as a part of thecomposite dialogue & KASHMIR Division deals with constitutional mattersincluding Article 370 of the Constitution of India andgeneral policy matters in respect of J&K andterrorism/militancy in that State. It is also responsiblefor implementation of the Prime Minister s Packagefor J& Division deals with all matters relatingto the legislative aspects of the Indian Penal Code(IPC), Code of Criminal Procedure ( ) andalso the Commission of Inquiry Act.

8 It also handlesmatters relating to State legislations which requirethe assent of the President under the Constitution,political pension to erstwhile rulers beforeindependence and mercy petitions under Article 72of the MANAGEMENT Division has been created 19, 2006 in the ministry to effectively tacklethe naxalite menace from both security anddevelopment angles. It monitors the naxal situationand counter-measures being taken by the affectedStates with the objective of improving ground-levelpolicing and development response as per thelocation specific action plans formulated/to beformulated by the affected States. It also reviewsproper implementation of various developmentalschemes of Ministries/Departments concerned in thenaxal affected areas as also optimum utilisation offunds released under such EAST Division deals with the internal securityand law & order situation in North-Eastern States,including matters relating to insurgency and talks withvarious extremist groups operating in that Division functions as the cadrecontrolling authority in respect of Indian PoliceService (IPS)

9 And also deals with all matters relatingto Central Police Forces, including their deployment,award of Presidents Police Medals for Meritorious/Distinguished service and MODERNISATION Division handles all items of work4 ANNUAL REPORT 2007-08relating to modernisation of State Police Forces,provisioning/procurement of various items formodernisation of Central Police Forces, policereforms and security of VIPs/vital PLANNING The Division deals with meetings of the SAARCI nterior/ home Ministers, matters relating to policyformulation in respect of internal security issues,international cooperation on counter-terrorism,international covenants, bilateral assistance treatiesand related items of TERRITORIES Division deals with all legislative andconstitutional matters relating to Union territories,including National Capital Territory of Delhi.

10 It alsofunctions as the cadre controlling authority of theArunachal Pradesh-Goa-Mizoram and Unionterritory (AGMUT) cadre of Indian AdministrativeService (IAS)/Indian Police Service (IPS) as alsoDelhi-Andaman and Nicobar Island Civil Service(DANICS)/ Delhi-Andaman and Nicobar IslandPolice Service (DANIPS). Besides, it is responsiblefor over-seeing the crime and law & order situationin Union Territories.**
