BACKGROUND The MASTER Plan for TOTAL LEARNER Performance and School Management Improvement launched by the Honourable MEC of Education on 7 January 2010 identifies early commencement of teaching and learning and adequate curriculum coverage as key interventions to be effected this year.
3 (Circular No 1 of 2010 dated 11 January 2010 ). Subsequently, the project plan for common examinations was tabled and supported by the Provincial Education Labour Relations Sub-Committee for Curriculum. 2. grade 3, 6 & 9 COMMON EXAMINATIONS Section of the MASTER Plan deals with common examinations in Grades 3, 6 and 9 in June and November in 2010 . The purpose of this Assessment Instruction is to outline procedures to be followed to achieve this outcome. 3. PACE SETTERS As these are common examinations to be written by all schools in the Province, pace setters have been prepared for each Learning Area. A set of these, with content to be covered in Terms 1 & 2, is an attachment to this Assessment Instruction. (ANNEXURE A) Kindly note that as the first term is well underway, it is possible that the prescribed content may have been taught in a different order to that indicated in the pace setter.
4 This is acceptable. All work must be completed by the commencement of the examinations. 4. INFORMATION ON COMMON EXAMINATIONS These will take place between 26 May 2010 and 4 June 2010 . A time table for these examinations is attached to this Assessment Instruction. All Learning Areas/Learning Programmes will be written on the date and at the time indicated. (ANNEXURE B) No extra time may be given and no deviation from the timetable is permitted. Learners with special needs must have a concession granted in terms of regulations by the Directorate Assessment & Examinations. (Assessment Instruction 2 of 2010 , dated 5 January 2010 has reference. Closing date 26 March 2010 .) The examinations will take place under controlled conditions with learners having no access to support material, or assistance from fellow pupils or teachers.
5 Question papers are being set, edited and moderated and will be translated into Afrikaans. A question paper will be printed for every grade 3, 6 and 9 LEARNER for Numeracy /Mathematics; Home Language (mother tongue) in the Foundation Phase and the Language of Teaching & Learning (LOLT) in the Intermediate and Senior Phases. (See point 7). One question paper will be provided for every school for all other Learning Areas. A marking memorandum will be supplied for use by teachers. Page 3 of 17 ASSESSMENT INSTRUCTION 12 OF 2010 PROVINCIAL ASSESSMENT INSTRUCTIONS The results of these common examinations must be submitted to the District for analysis and remediation if required. 5. REGISTRATION OF LEARNERS The registration schedules for Grades 3, 6 and 9 are attached to this Assessment Instruction and must be returned to the District Office by no later than Friday 19 March 2010 .
6 The District Office is to return these registration forms to the Provincial office by no later than Friday 26 March 2010 . Only learners actually registered at the school must be indicated on these registration forms and a birth certificate number must be supplied. 6. COMPLETION OF REGISTRATION FORMS Principals are required to manage the process of completing the attached forms for grade 3, grade 6 and grade 9 learners in the school. All forms are to be completed in full. The summary forms are to be completed indicating the names of all learners and their birth certificate numbers. ANNEXURE C & D & E This form is to be completed with all learners listed alphabetically (A to Z) and NOT PER CLASS. Where appropriate, the reason for not supplying a birth certificate number must be provided as a birth certificate is an official requirement for school admission.
7 The birth certificate number required is a 13 (thirteen digit) number supplied by the Department of Home Affairs. grade 3/6/9 (ANNEXURE F/G/H) The summary form for each grade is to be completed indicating the statistics per language version and per Learning Area/Learning Programme. This may be done on computer, but kindly print out on coloured A4 paper as per the set out in the original. Note that the Afrikaans names of Learning Areas are provided and statistics must be indicated next to the Afrikaans name of the Learning area if required. 7. 8 ANNUAL NATIONAL ASSESSMENTS (ANA) The Annual National Assessments will continue in November in Literacy / Language and Numeracy/Mathematics for Grades 1 to 6. In addition, there will be Annual National Assessments in grade 9 for Language and Mathematics. The time table for this programme will be communicated at a later date. 9. grade 9 STANDRAD ASSESSMENT TASKS (SAT) AND EXTERNAL ASSESSMENT TASKS (EATS) These are discontinued and will not apply in 2010 as per a directive of the National Department of Basic Education. 10. MARK ALLOCATION FOR COMMON EXAMINATIONS FOUNDATION PHASE ( grade 3) The grade 3 Common Exam for June will replace the last of the Formal Assessment Tasks for Term 2. TOTAL Marks allocated for the 3 Learning Programmes are as follows: Literacy: 25 Numeracy: 30 Life Skills: 20 INTERMEDIATE PHASE ( grade 6) All 8 Learning Areas shall be 50 marks.
9 The grade 6 Common Exam for June will replace the Test indicated as the Formal Assessment Task for Term 2. SENIOR PHASE ( grade 9) All 8 Learning Areas shall be 100 marks. The grade 9 Common Exam for June will replace the Test indicated as the Formal Assessment Task for Term 2. 11. CONCLUSION It is envisaged that this Assessment Instruction will assist teachers, Heads of Departments ( HOD), School Management Teams ( SMT), Principals and District Officials in managing the common examinations in Grades 3, 6 & 9 in a uniform manner. All Teachers of grade 3, 6 & 9 and Subject Advisors will benefit from the attachments to this Assessment Instruction. Kindly disseminate the information as soon as possible.
